About The Position

The Analyst, Financial Systems (ANFS) – Low Senior is a Non-Key Personnel position supporting Team Blackwatch's NAVSEA PMS 470 (BBGN) Professional Support Services – N0016426R3120 contract, aligned to Task 4 – Business and Financial Management (SOW 4.4). This position is based in DC Metro Area and requires an active SECRET security clearance.

Requirements

• Minimum Relevant Experience: >10 years
• Active SECRET security clearance.
• U.S. Citizenship required.

Nice To Haves

• Bachelor's degree in business, finance, accounting, or other related field
• Preferred Relevant Experience: 15 years
• Demonstrated expertise with Program Budget Information System (PBIS); Navy Enterprise Resource Planning (ERP); and NAVSEA Enterprise Data Warehouse (EDW).
• Experience with managing internal controls.
• Strong attention to detail, comfortable briefing senior leaders on financial execution status.

Responsibilities

• Providing advice and technical assistance in the preparation of annual budgets.
• Measure organizational performance, assess the effects of various programs and policies on the budget.
• Examine budget estimates or proposals for completeness, accuracy, and conformance with established procedures, regulations, and organizational objectives.
• Employ cost-benefit analysis to review financial requests, assess program tradeoffs, and explore alternative funding methods.
• Examine past and current budgets and research economic and financial developments that affect the organization’s spending.
• Develop guidelines and policies governing the formulation and maintenance of budgets.
• Conduct training sessions for company or government agency personnel regarding new budget procedures.
