About The Position

The Oregon Judicial Department (OJD) is seeking an Analyst 2 to provide confidential administrative and analytical support to court leadership. This role is crucial for managing court policies, procedures, programs, and internal operations. The Analyst 2 will act as a subject matter expert for court case management systems, offering guidance and troubleshooting to court staff. Responsibilities include gathering and analyzing data on court program operations, compiling reports, and presenting findings. The position involves designing and implementing tools for data quality monitoring, developing job aids, and updating policies, procedures, desk manuals, and public-facing websites. Additionally, the Analyst 2 will develop training materials and facilitate sessions for court staff on operational procedures and technology. As part of the court's management team, this role will participate in management meetings and strategic planning, analyzing proposed legislative and policy changes. Collaboration with various stakeholders, including the Trial Court Administrator (TCA), judges, court staff, attorneys, vendors, and agencies, is essential. The Analyst 2 will also serve as the pretrial analyst and liaison, overseeing the court's pretrial release program, identifying operational issues, and recommending improvements. This includes developing pretrial program reports, dashboards, and training materials. The role also involves updating court forms and documents for accuracy and compliance, and monitoring pretrial program trends. Assigned tasks may be adjusted based on workload and organizational needs.

Requirements

  • Bachelor’s degree in business, court administration, public administration or a related field.
  • At least two (2) years of increasingly responsible professional-level experience that typically supports the knowledge, skills, and abilities required for the position.
  • Any combination of education and experience equivalent to six (6) years of experience that typically supports the knowledge, skills, and abilities for the position.
  • Proficiency using a computer to manage data, perform research and analysis, and present findings to a supervisor or group.
  • Experience writing various reports and other documents that explain complex rules or policies and that provide analyses and recommendations.
  • Experience adapting or developing rules, policies, procedures, forms, and best practices.
  • Experience maintaining accuracy and meeting deadlines despite frequent interruptions and distracting surroundings.
  • Experience developing educational materials for, and delivering instruction to, adult learners.
  • Skill in public speaking and making presentations to groups of various sizes.
  • Ability to use independent judgment and discretion in performing work duties.
  • A level of specialized knowledge in the field of work with some authority for independent decision-making.
  • In-depth work requirements, such as data gathering, analysis, and interpretation.
  • Interaction with a broad range of individuals.
  • Individual accountability for results.

Responsibilities

  • Provide confidential administrative and analytical support to court leadership related to court policies, procedures, programs, and internal operations.
  • Serve as a subject matter expert for court case management systems, providing guidance, troubleshooting support, and best-practice recommendations.
  • Gather data about complex court program operations, analyze results, compile reports, and present findings.
  • Design and implement tools, reports, and processes to monitor data quality.
  • Develop job aids and resources that promote accurate and consistent data entry.
  • Update policies, procedures, and desk manuals.
  • Update the court’s public-facing website and internal SharePoint page.
  • Develop training materials and facilitate training sessions for court staff related to operational procedures, technology, and workflow changes.
  • Attend management meetings and participate in strategic planning as a member of the court’s management team.
  • Analyze proposed changes to policies, procedures, and legislation that could impact the court and help implement required changes.
  • Work on special projects assigned by the Trial Court Administrator (TCA).
  • Collaborate closely with the TCA, judges, court staff, attorneys, vendors, and agencies.
  • Assist the TCA and Presiding Judge with community outreach and engagement by coordinating meetings and preparing agendas, meeting materials, and follow-up documentation.
  • Oversee the court’s pretrial release program as the pretrial analyst and liaison with OJD’s Office of the State Court Administrator pretrial team.
  • Identify operational issues within the pretrial program, recommend changes, and help implement improvements.
  • Develop pretrial program reports and dashboards, analyze program data, and create documentation.
  • Develop and facilitate training sessions for court staff related to the pretrial program.
  • Monitor state and national pretrial program trends and best practices.
  • Update a variety of court forms and documents to ensure accuracy, accessibility, and compliance with style and formatting standards.
  • Propose revisions to forms and documents in response to legislative updates, judicial input, and administrative changes.
  • Share updates with court staff and provide guidance as needed.
