About The Position

Proserv Operations, LLC is seeking an Anadarko Project Portfolio Program Manager in Houston, TX. This role involves serving as the primary point of contact for clients and internal teams across all project phases, ensuring clear communication, alignment, and delivery excellence. The position requires maintaining and building long-standing client relationships, promoting trust, transparency, and consistent performance across multiple facilities and disciplines. The Program Manager will lead full project lifecycle execution from contract handover through engineering, procurement, fabrication, assembly, testing, and offshore delivery. A key responsibility is developing and implementing a Project Execution Plan (PEP) that defines objectives, milestones, deliverables, and success criteria, ensuring Category 2 and 3 projects implement comprehensive Risk and Change Management Systems. The role also involves establishing and leading a multi-disciplinary project organization, managing financial aspects including cost control and forecasting, and overseeing risk, change, and quality management systems. Regular project reviews and progress reporting using project management tools and KPIs are essential. The Program Manager will manage technical delivery in accordance with engineering specifications and standards, including IEC 61508 / 61511 SIL Level 3 and NFPA70/Nec500, and provide oversight on functional safety and validation activities. Coordination of internal teams, subcontractors, and vendors, as well as managing contractual and commercial obligations, are critical. The role requires delivering accurate and timely project reporting to senior management and clients, and driving continuous improvement through lessons learned. Approximately 40% domestic and international travel is required.

Requirements

  • Bachelor’s degree in Business Studies, Business Management, Construction Management or a closely related field
  • 5 years of experience in job offered or in a project management role within the subsea oil & gas industry.
  • 5 years of experience delivering subsea projects including engineering design, system qualification, FAT/SIT testing, and commercialization of subsea control technologies.
  • 5 years of experience managing Subsea and Topside Control System projects, working across product lines such as distributed control systems, communications modules, and hydraulic/electronic control assemblies.
  • 5 years of experience applying hardware design and reliability standards relevant to subsea control solutions, including testing methodologies, reliability engineering, system constraints, availability targets, and detailed technical specifications.
  • 5 years of subsea controls engineering experience, including knowledge of Subsea Control System architectures, SEM/CEU components, system interfaces, and lifecycle performance assurance in line with industry subsea controls standards.
  • 2 years of experience working with IEC 61508 / 61511 SIL Level 3-compliant subsea electronics modules (SEM), supporting functional safety, verification, and integration within system frameworks.
  • 2 years of experience with Augmented Controls Technology (ACT) and advanced diagnostic capabilities aligned with controls optimization and system insight.

Responsibilities

  • Lead full project lifecycle execution from contract handover through engineering, procurement, fabrication, assembly, testing, and offshore delivery.
  • Develop and implement a Project Execution Plan (PEP) that defines objectives, milestones, deliverables, and success criteria in alignment with client expectations and company standards. Ensure Category 2 and 3 projects implement comprehensive Risk and Change Management Systems.
  • Establish and lead a multi-disciplinary project organization, ensuring adequate resourcing, clear roles and responsibilities, and efficient decision-making throughout the delivery cycle.
  • Lead financial management of the project, including cost model maintenance, forecasting, variance analysis, and cash flow control, ensuring profitability and commercial compliance.
  • Oversee and implement comprehensive risk, change, and quality management systems, ensuring project integrity, traceability, and risk mitigation across technical and commercial aspects.
  • Conduct regular project reviews and progress reporting, utilizing project management tools and KPIs to monitor schedule, budget, and quality performance.
  • Manage technical delivery and performance in accordance with engineering specifications, project standards, and applicable codes, including IEC 61508 / 61511 SIL Level 3 and NFPA70/Nec500.
  • Provide oversight on functional safety and validation activities, ensuring that testing, analysis, and verification methods meet design intent and compliance standards.
  • Coordinate and oversee the work of internal engineering, procurement, and production teams, as well as subcontractors and vendors, ensuring timely and integrated project delivery.
  • Manage contractual and commercial obligations, including change notifications, variation management, and client approvals in line with contractual requirements.
  • Deliver accurate, transparent, and timely project reporting to senior management and clients, highlighting progress, risks, mitigations, and opportunities.
  • Drive continuous improvement through lessons learned, process optimization, and knowledge sharing to enhance delivery excellence across future projects.
  • Perform other duties and responsibilities as assigned.
