About The Position

Peraton is seeking an experienced Alternate Compensatory Control Measures Planner to integrate ACCM functions and tasks into all facets of USCYBERCOM level planning for its Operational Planning, Implementation and Assessment Services Team. This role is on-site at Fort Meade, MD, as part of USCYBERCOM. In this role, you will provide technical expertise in ACCM core, related capabilities, and sensitive operational support and products during day-to-day operations, combat operations, contingencies, crisis action, disaster relief, and exercises. You will support the Cognizant Authority for ACCM access and issues for all USCYBERCOM and Component assigned personnel. You will implement security procedures and processes that reinforce national level security requirements IAW appropriate security guidance, and support inspections and mitigation strategies to protect against risks to ACCM Programs. You will provide security guidance to planners and leadership, supporting Annex-writing and Program Approval processes using Security Classification Guides and supporting Doctrine. You will support USCYBERCOM Commander’s Regulations (CCRs) for SCIF Security, Classified Information Handling, and Personnel Security, promoting and reporting on policies governing assigned personnel. You will also support inspections and mitigation strategies for SAP and STO Programs. Additionally, you will integrate information-related capabilities and sensitive activities into operations orders, annexes, and evaluation/assessment plans, and review, analyze, and advise on the impact of national level strategies, policies, and joint doctrine. You will develop ACCM Planner appendices, annexes, tabs, estimates, etc., including Electronic Warfare (EW), MISO, Military Deception (MILDEC), Cyberspace Operations (CO), Operations Security (OPSEC), Special Activities Planning (SAP), and Integrated Joint Special Technical Operations (IJSTO). You will research, develop, utilize, analyze, and assess all information-related tools and capabilities, and provide focused academic outreach, experiments, and scientific application integration. You will also be responsible for the development, planning, staffing, coordination, execution, and assessment of sensitive activities.

Requirements

Bachelor’s degree and 8+ years of planning experience. An additional 4 years of experience will be considered in lieu of degree.
Knowledge of Special Capabilities and ACCM operations and how it is integrated into joint operational planning process, military decision-making process, and military campaign plan planning, targeting processes and expertise in developing and accessing tactical and operational level Information Operations plans and orders.
5+ years of experience with ACCM planning at the service or joint level in support of operations at Combatant Commands or Joint Task Forces – especially in CYBER Operations.
Have a working knowledge of Information Operations (IO), military deception (MILDEC), operations security (OPSEC), Special Activities Planning, Electronic warfare (EW), and cyberspace operations missions, tasks, and overall warfighting functions that support operations, understand how to integrate Joint capabilities, and be capable of synchronizing activities of mutual concern.
Knowledge of service departments (Army, Navy, Marine Corps, and Air Force) functions and their relationships to CCMD to coordinate MISO/PSYOP actions in appropriate channels, e.g., Army, Navy, Air Force, or Joint.
Experience with integrating, coordinating, and synchronizing adjacent and supporting operations with interagency and intelligence community entities, as well as developing support for related capabilities and their activities.
Be familiar with, certified in, or have applicable operational/field time experience in: Military Deception (MILDEC), OPSEC, SAP, EW, Cyberspace operations, Coordinating intelligence requirements.
U.S. citizenship required.
Current U.S. Passport and able to travel internationally.
An active DoD Top Secret with current eligibility for Sensitive Compartmented Information (SCI) with the ability to obtain a Polygraph security clearance.

Nice To Haves

Recent joint or service level information operations planning experience.
Alternate Compensatory Control Measures (ACCM) Planner experience working with USCYBERCOMMAND.
Familiarity with other core, supporting, and related Alternate Compensatory Control Measures and Cyber competencies to assist CYBERCOM planners is required.
Proficient in integrating Information Operations capabilities into cyber plans and operations.
Knowledge of military command relationships and command and control (C2) procedures.
Able to coordinate ACCM actions within the proper channels and develop policies that incorporate the principle of C2.
Experience as an ACCM Program Manager and Coordinator at the Department of Defense, Joint Staff, Military Departments, Combatant Commands, DOD Field Activities, and interagency partners.
Ability to effectively advise, negotiate and persuade various managers, military officials, and senior leaders and effective at gaining acceptance of recommended concepts, ideas, guidance, policies and regulations.
Ability to engage senior leaders and staff and conduct complex briefings to large audiences using oral, visual, & written communications and briefing techniques.
Ability to work effectively within a task organized working groups.
Adept at developing and utilizing information products that leverage current and emerging technologies to inform planning, improve coordination, and enable timely decisions.
Experience with joint and/or combined military operations and interagency coordination.
Knowledge of DoD, joint, and Army service doctrine, regulations, and policies.
Capable of recommending changes to policy, force structure and design, and command relationships.
Completion of one or more of the following: Joint Cyber Operations planners course, ACCM Control Course, Joint Information Operations planner course, Defense OPSEC planner course, Special Warfare Advanced Targeting and Analysis course, Special Operations MILDEC planner’s course, Irregular Warfare course.
