About The Position

Under administrative direction, is responsible for the administration of the Safety Management System (SMS) program for the San Antonio Airport System (SAAS). Coordinates safety efforts with internal and external stakeholders to ensure compliance with outside agencies such as the Federal Aviation Administration (FAA), Occupational Safety and Health Administration (OSHA), Texas Department of Transportation - Aviation (TxDOT) and Texas Public Health. Exercises direct supervision over assigned staff. This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

Requirements

  • Bachelor's Degree from an accredited college or university.
  • Five (5) years of professional experience in Airport Operations, risk or safety management or related field including three (3) years' experience in a supervisory position with an airport, air carrier, U.S. military aviation operations that is comparable to a Part 139 airport, Part 121, or scheduled Part 135 air carrier operation, or with a U.S. government department, board, or agency that deals directly with aviation matters.
  • Valid Class 'C' Texas Driver's License.
  • Certified Defensive Driving Instructor within six (6) months of employment.
  • OSHA Certified upon hire or within six (6) months of employment.
  • Must pass a Transportation Security Administration (TSA) Security Threat Assessment and a Criminal History Records check conducted by Aviation upon employment.
  • Must maintain federally mandated security clearance required to work at an airport at all times.
  • Knowledge of Federal, State, and local regulations pertinent to Airport Management.
  • Knowledge of FAA policies and regulations pertaining to the operation of airport and their security and access.
  • Knowledge of Safety Management System Principles and risk management methodologies.
  • Knowledge of Airport emergency procedures and practices.
  • Knowledge of Airport maintenance requirements and of necessary supplies, materials, and equipment.
  • Knowledge of principles of supervision, training, and performance evaluation.
  • Knowledge of organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.
  • Knowledge of budget preparation and monitoring techniques and procedures.
  • Knowledge of Microsoft Office (Access, Word, Outlook, PowerPoint, Excel, and Project Management), and various office equipment.
  • Ability to analyze and effectively report upon operating conditions and problems and to recommend or install appropriate solutions.
  • Ability to organize, direct, and implement plans and programs.
  • Ability to plan, assign, and direct the work of subordinates.
  • Ability to supervise, train, and evaluate assigned staff.
  • Ability to make varied arithmetic computations and tabulations rapidly and accurately.

Responsibilities

  • Manages the daily operations of the Safety Division which includes Safety Policy, Safety Assurance, Risk Management and Safety Promotion.
  • Assists in developing department procedures concerning Airport Rules and Regulations, Operational Policies, and Fire Evacuation Plan.
  • Develops, implements, and maintains SMS Manual.
  • Ensures compliance with all Federal, State, and local laws, rules and regulations including, but not limited to, the FAA and Foreign regulations (as required), City of San Antonio (COSA) Administrative Directives, Airport Rules and Regulations, and the Airport Operating Certificate.
  • Conducts timely and comprehensive investigations of all accidents and safety incidents.
  • Prepares factual reports to appropriate divisions summarizing the circumstances and root causes of the accident or incident, and then follows up with recommended corrective and preventative action to be taken.
  • Develops, implements, and maintains communication systems for distributing safety information to employees and tenants as part of Safety Promotion.
  • Maintains systems which house the Aviation hazard reporting systems as part of Safety Assurance.
  • Plans, develops, promotes, and administers safety education programs with respect to the SMS Manual and Safety Management Plan.
  • Communicates information, trends and safety statistics via reports to the Airport Director, Airport Executive Team, and various City and county boards as needed.
  • Acts as a resource to and liaison between Aviation divisions and various departments within COSA as well as external customers, vendors, contractors, and other regulatory agencies such as the FAA, National Transportation Safety Board, and other Aviation industry safety organizations.
  • Prepares reports, administers annual budget and controls expenditures of the Safety Division.
  • Monitors industry safety concerns that may impact the San Antonio Airport System operations.
  • Ensure compliance with all Federal, State, and Local Laws, rules and codes are followed with respect to Safety (which includes Airside and Landside of San Antonio Airport System).
  • Attends meetings with various levels of management, aviation industry related organizations, external contacts, and regulatory agencies.
  • Takes necessary action regarding agenda items.
  • Interviews, selects, supervises, develops, evaluates, counsels and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines.
  • Operates office equipment to develop and implement safety education programs and communicates with staff, agencies and external customers by use of various methods including to City and county boards.
