The Virginia Department of Aviation is seeking an individual with strong experience in pavement construction, inspection, and infrastructure project management. This position is responsible for conducting field inspections related to airport capital improvement projects, including pavement condition assessments, facility maintenance reviews, security evaluations, obstruction analysis, and general site inspections. The program manager will provide detailed technical guidance and oversight on assigned construction and rehabilitation projects to ensure compliance with applicable state and federal regulations, industry standards, and agency policies. Key duties include reviewing and approving construction plans, specifications, and engineering documents with a focus on pavement design, materials, grading, drainage, and overall site development. The role responds to inquiries from project sponsors, engineering consultants, and partner agencies regarding program requirements and technical criteria. Responsibilities also include attending planning meetings, predesign conferences, preconstruction meetings, periodic job site inspections, and final project walkthroughs for DOAV funded projects. Additional tasks involve processing grant agreements, amendments, and reimbursement requests; maintaining project information in the Airport System Management (ASM) online funding portal; monitoring project schedules and progress; and building productive working relationships with airport staff, project sponsors, and consulting engineers. This position requires in state travel.
