About The Position

The purpose of this job is to plan, direct and supervise the daily operations of Dorchester County airports as well as to perform related professional, administrative and supervisory work as required. The class plans, organizes and implements programs within major organizational policies. The Airports Manager is responsible for the general operations and development of the airports in Summerville and St. George as a critical economic benefit for Dorchester County. This position develops organizational policies and reports major activities to executive level administrators through conferences and reports.

Requirements

  • Bachelor’s Degree in Engineering, Aviation or related discipline.
  • Eight years of aviation or an equivalent combination of education and experience.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

Responsibilities

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Manages terminal building maintenance and airport horizontal infrastructure.
  • Oversees daily FBO operations, including fueling services, customer service, aircraft marshaling, ground handling, crew support, and coordination with rental car agencies.
  • Ensures FBO revenue streams (fuel, parking, hangars, services) are optimized through correct pricing, accurate billing, inventory tracking, and customer experience management.
  • Ensures compliance with FAA, NFPA, EPA, and industry standards for fuel quality, storage, and handling.
  • Oversees fuel inventory management, including delivery inspections, storage facility checks, quality-control logs, and record keeping.
  • Supervises fuel truck operations, fuel training programs, and safe fueling procedures for all aircraft types.
  • Coordinates with vendors for fuel ordering, tank inspections, and maintenance.
  • Engages with airport users, stakeholders, and the community.
  • Drafts and/or reviews local policies and procedures ensuring compliance with federal and state guidance.
  • Develops and executes strategic improvement plans.
  • Directs and executes airport operating expenses and revenue.
  • Drafts emergency response plans and coordinate aviation mishaps with NTSB and FAA.
  • Manages contracts/agreements for airfield mowing, aircraft parking, and commercial businesses operating at the airport.
  • Conducting daily inspections of terminal facilities, fueling areas, hangars, and grounds.
  • Providing aircraft refueling using appropriate fuel types and safety procedures.
  • Operating aircraft tugs, ground support equipment, and towing aircraft to parking, hangars, and service areas.
  • Monitoring UNICOM radio and issuing airport advisories to inbound pilots.
  • Greeting customers, supporting flight schools, coordinating rentals, and transporting passengers as needed.
  • Completing fuel logs, inspection records, customer invoices, and related documentation.
  • Performing general clerical tasks including document preparation, filing, fee collection, and customer support.
  • Performs other related job duties as assigned.
