About The Position

The Aviation Department which operates the Fort Lauderdale-Hollywood International Airport, and the North Perry Airport is seeking qualified applicants for the position of Airport Manager - Airlines. The Airport Manager - Airlines is responsible for Airline Signatory Agreements and Airport tenant Relations and should possess lease/contract management experience related to commercial air carriers, land, and/or building leases and have experience dealing with service permits related to airline terminal services. The selected candidates' primary responsibilities will be focused on airline and tenant relations, lease agreement negotiations, maintenance, compliance and enforcement, terminal tenant building development and expansion, and the supervision and development of the airline team which consists of three Business Specialists and a Senior Program Project Coordinator responsible for airport resource management. This position is the primary point of contact for coordinating and resolving policy questions and concerns from tenants inside the Airport's Terminal Buildings including airlines, service providers, catering companies, aircraft janitorial, contracted airline ticket counter staff as well as gate and ramp service providers. The Airport Manager - Airlines works closely with the air service development team to promote the airport and accommodate new services. The position also maintains all permits associated with tenant service providers at the airport, ensuring compliance with federal and County policies. The incumbent must be able to thrive in a fast-paced dynamic environment and be adept at managing multiple projects professionally and timely with the ability to deliver results and resolve matters involving competing priorities.

Requirements

  • Requires a Bachelor's degree from an accredited college or university with major coursework in aviation management, business administration or a closely related field.
  • Requires four (4) years in airport management related to airline management including one (1) year of supervisory experience.
  • Must possess a valid Florida Driver's License with the authority to drive a county vehicle for the duration of employment.
  • Must obtain and maintain Security Identification Display Area Badge (SIDA) and maintain a Customs and Border Protection Seal.
  • Per the Code of Federal Regulations, Title 49, Part 1542, all airport employees must undergo a Criminal History Records Check (CHRC) and a Security Threat Assessment (STA) to obtain a Security Identification Display Area (SIDA) Badge, as required by the Transportation Security Administration (TSA)

Responsibilities

  • Administers the Fort Lauderdale-Hollywood International Airport (FLL) Administration Division - Airline Management Section; developing policies, procedures and priorities to meet established goals.
  • Spearhead inaugural meetings with startup entities and liaise with other divisions within BCAD to address checklist items, ensuring timely coordination of site readiness expectations with the business partners.
  • Develop and revise FLL's Competition Plan in adherence to FAA requirements.
  • Negotiates, develops and prepares leases and agreements including Terminal Building Lease Agreements, Airline Service Provider Agreements, Field Usage Agreements, Signatory and Non-Signatory Airline Amendments, permits, and other property agreements for office buildings, warehouses, open ground storage and other facilities at Fort Lauderdale-Hollywood International Airport.
  • Initiates and cultivates strategic connections with airport tenants, fostering positive and collaborative relationships among departmental administration, and the Airport community.
  • Periodically meets with Property Directors, Airport Affairs Members and local Airline Management regarding lease matters; inspects, evaluates and monitors the airport’s leaseholds and facilities for compliance with terms and conditions contained in leases and property agreements and with established departmental practices.
  • Responsible for conducting an annual Space Audit to ensure all lease space is accurately represented on Terminal Building Lease Agreement Exhibits.
  • Distributes rates and charges to tenants and audits agreements semi-annually; Monitors Airline Business/Tenant living wage, health insurance and worker retention to ensure compliance with Broward County Ordinances.
  • Reviews and evaluates applications for leases and permits and makes recommendations to provide for maximum financial return and utilization of the airport’s properties and facilities.
  • Maintains accurate records of all lease agreements for property and space rentals; reviews and verifies Airline billing, identifies effective dates and termination dates, description of property, annual rental obligations, company name and any special agreements.
  • Assists in preparation and monitoring of budgets.
  • Consults with the Division Director, management, and staff to continually assess Airline and Tenant needs to ensure alignment with Airport goals.
  • Provides leadership to develop solutions for process improvement, efficiency and cost-savings.
  • Directs the professional development and training of staff; assigns staff work/projects, operational guidance and support activities, and monitors progress; performs administrative duties such as performance evaluations for subordinates, one-on-one progress meetings, team meetings, coaching, and mentoring.
  • Prepare specialized reports and analyses as needed.
  • Produces an Annual Analysis of the Airline Section, encompassing occupancy rates delineated by terminal and type, revenue generation, strategies for optimizing facility utilization, and provides recommendations for revenue enhancement.
  • Attends conferences and public and professional meetings.
  • Performs related work as required.
