About The Position

The Airport Maintenance Department Manager leads and directs a large workforce of Airports Authority and contractor employees in utility and equipment operations, equipment maintenance, and airport structure and grounds maintenance. This role serves at either Ronald Reagan Washington National Airport (DCA) or Washington Dulles International Airport (IAD). The manager is responsible for directing the work of the Utilities, Equipment Maintenance, Electrical Services, and Structures and Grounds Division employees and contractors to ensure the safe operating condition of the airport's infrastructure, airfields, buildings, roadways, and other facilities. They also ensure uninterrupted utilities and related services for airlines, tenants, and concessionaires.

Requirements

  • Nine years of progressively responsible experience in structures, utilities, equipment maintenance management.
  • A bachelor’s degree in any field.
  • An equivalent combination of education and experience may be considered.
  • Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.
  • Ability to successfully manage a large, diverse workforce encompassing a wide variety of skilled and semi-skilled trades levels.
  • Knowledge of and ability to apply professional concepts, principles, and practices of the utility and maintenance trades.
  • Skill in budgeting for equipment maintenance and utilities contractor support.
  • Skill in workload analysis and quality control of operations.
  • Skill in applying inspection techniques.
  • Ability to speak and write effectively.
  • Skill in using a computer and modern office suite software.
  • A state driver’s license in good standing.
  • Operates vehicle landside and airside (requires AOA permit).
  • Is subject to adverse weather conditions and exposed to dirt, grease, odors, hazardous substances, and loud noise when visiting Airport work sites.
  • Wear protective equipment, as required.
  • Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.
  • A background security investigation will be required for all new hires.

Responsibilities

  • Ensures the operation of utilities (e.g., heating and air conditioning, electrical power, sewer, and water) and related services.
  • Oversees construction, modification, repair, and maintenance activities involving airport structures and infrastructure.
  • Oversees the maintenance and repair of airport motorized vehicles and equipment (including Mobile Lounges, Plane-Mates, and Jet Bridges).
  • Monitors contract work to assure acceptable quality, quantity and timeliness.
  • Seeks appropriate balance between work to be done in-house and on contract.
  • Forecasts, justifies, monitors and ensures proper execution of the Department's annual and five-year budgets for staffing, facilities, equipment, utilities and operations.
  • Performs quarterly reviews and recommends adjustments.
  • Identifies, organizes, trains, and equips Division staff to ensure capabilities to start up, operate, and maintain new facilities, systems, and equipment.
  • Justifies staffing and budget requirements.
  • Recommends and implements standards and devises new work methods for maintenance and utility shops to accommodate new work and improve current operations.
  • Acts as the Department focal point for human resource management issues, including disciplinary action and grievances, performance standards and evaluation, and overtime policies.
  • Serves on the management team in contract discussions with bargaining unit(s).
  • Is the deciding (or second level) official on all trade union grievances at the airport.
  • Advises the Airport Manager on equipment maintenance and public works and recommends Department policy with respect to these programs.
  • Provides input for the Airport Master Plan.
  • Develops or assists in developing Orders and Instructions.
  • Selects, assigns, and develops employees.
  • Delegates and assigns work.
  • Evaluates employee performance.
  • Takes corrective action to maintain work progress on schedule, improve employee performance, or modify program goals.
  • May serve as Airport Manager in their absence.
  • Performs other duties as assigned.
