About The Position

Under the City Manager’s direction, manages and directs the operations of The City of Sebastian Municipal Airport including safety and security, business/financial operations, airfield and building maintenance, capital improvement programs, and leased properties; and performs related duties as assigned. This role involves consulting with federal, state, and local agencies, providing leadership for airport operations, developing capital improvement programs, overseeing maintenance, and evaluating service delivery methods. The Director also handles sensitive inquiries, represents the City, manages budgets, develops organizational structure, and supervises staff. Responsibilities include administrative direction, employee supervision, performance appraisal, and conflict resolution. The position may require operating an agency vehicle and being on-call 24 hours for emergencies. Extended hours, including nights and weekends, may be necessary.

Requirements

  • Bachelor’s Degree in Aviation Management, Aviation Science, Airport Management, Business Management, or related field.
  • Five (5) years of experience in Airport management, operations, and maintenance or related field.
  • Possession of a valid, State of Florida driver’s license to operate a motor vehicle.
  • Considerable knowledge of airport operations, budgeting, fiscal administration, management and long-range planning policies, practices and procedures.
  • Thorough knowledge of federal, state, and local regulations and statutes concerning aviation and airport operations/maintenance.
  • Thorough knowledge of the rules and regulations required for securing federal and state funding assistance for airport improvements.
  • Knowledge of permit procedures and requirements from federal, state, and other regulatory agencies for airport construction projects.
  • Knowledge of organizational and management practices as applied to the analysis and evaluation of aviation programs, policies, and operational needs.
  • Knowledge of contract service for the aviation planning, bidding, negotiation, administration, and performance evaluation.
  • Knowledge of computer hardware and software pertinent to financial and airport operations.
  • Ability to use various office machines including operating personal computers and Microsoft office applications.
  • Ability to interpret oral, written, technical information and data dealing with complex variables to identify, analyze and solve management problems of considerable difficulty.
  • Ability to establish and maintain effective working relationships with officials, tenants, department directors, regulatory agencies, employees, and the general public.
  • Ability to express ideas clearly when providing oral and written reports and recommendations on administrative, financial, and technical issues.
  • Skill in effective communication, both orally and in writing.
  • Skill in analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals.
  • Skill in researching, evaluating, and using new methods and techniques for operational improvements.
  • Skill in planning, organizing, assigning and coordinating the activities of professional, technical and hourly staff.
  • Skill in dealing constructively with conflict and responding with tact, composure and courtesy when dealing with individuals who may be experiencing significant stress.
  • Skill in applying appropriate public relations techniques as situations warrant and in forming cooperative relationships with others whom do not have a direct report relationship.

Responsibilities

  • Manages and directs the operations of the City of Sebastian Municipal Airport, including safety and security, business/financial operations, airfield and building maintenance, capital improvement programs, and leased properties.
  • Consults with federal, state, and local agencies and officials on matters pertaining to the long-term goals and plans for the airport.
  • Provides leadership and overall direction of airport airfield and business operations, including safety and security issues associated with FAA and TSA regulations.
  • Manages aviation and non-aviation leasehold, reviews and oversees business and real estate matters, and reviews overall operations.
  • Develops and recommends a five-year capital development program for both the airfield and non-aviation facilities.
  • Directs and oversees aviation and non-aviation maintenance issues and programs, and promotes the observation of safe work practices.
  • Reviews and evaluates service delivery methods and systems, identifying opportunities for improvement.
  • Responds to and resolves sensitive and complex inquiries and complaints.
  • Represents the City at various meetings and conferences and interacts with a wide range of officials, regulatory agencies, airport tenancies, department directors, coworkers, and the public.
  • Establishes work priorities, monitors work progress, develops and monitors departmental operating and capital improvement budgets, and approves purchases and expenditures.
  • Develops and shapes an appropriate organization structure to support current and future department objectives.
  • Provides administrative direction and supervises professional, support, and bargaining unit employees.
  • Assigns, schedules, guides, and monitors employee work.
  • Appraises employee performance and reviews subordinate supervisors’ appraisals.
  • Identifies and resolves staff differences, conflicts, and deficiencies.
  • Interviews applicants and recommends hiring, discipline, termination, promotion, or other employee status changes.
  • Enforces personnel rules and regulations and work behavior standards firmly and impartially.
  • May operate an airport assigned agency vehicle.
  • Performs other related job duties as assigned.
  • On-call twenty-four (24) hours for emergencies.
  • May work extended hours including nights and weekends as an executive reporting to the City Manager.
