About The Position

Under general direction, the Deputy Director, Airport Planning and Development directs, manages, supervises, and coordinates the planning and development activities and operations of the department including development of comprehensive plans and programs for utilization of land and physical facilities by the Department of Airports, and coordinates assigned activities with other divisions, departments, outside agencies, and the general public.

Requirements

  • A Bachelor's Degree from an accredited college or university; AND Five (5) years of full-time paid management experience in airport planning and/or construction planning and management pertaining to use of airport land, buildings, structures, or other airport site improvements.
  • Knowledge of Principles and practices of management and organizational theory, including planning, organizational design, business finance, business development, project management, and organizational effectiveness.
  • Knowledge of Principles and practices of supervision, discipline, leadership, mentoring, and training.
  • Knowledge of Applicable federal, state, and local laws, codes, and regulations.
  • Knowledge of Operational characteristics, services, and activities of assigned programs and functions.
  • Knowledge of Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment.
  • Knowledge of English usage, spelling, grammar, and punctuation.
  • Knowledge of Construction practices and safety requirements.
  • Knowledge of Principles of contract law, construction contracts, and bidding procedures.
  • Knowledge of Structure and procedures of local government.
  • Knowledge of Principles, practices, and techniques of airport planning, airport design, and terminal and airport facility design.
  • Knowledge of Architectural planning and design.
  • Knowledge of Construction and building details and materials.
  • Knowledge of Principles and practices of government planning in urban and urbanizing metropolitan areas.
  • Knowledge of Principles of, and methodologies for data gathering, analysis and aviation activity forecasting.
  • Knowledge of Basic principles and procedures of budget preparation.
  • Ability to Work independently, prioritize work, coordinate activities and meet critical deadlines.
  • Ability to Develop, monitor and interpret budgets and other financial documents.
  • Ability to Plan, manage, and complete complex work assignments.
  • Ability to Develop and maintain cooperative, effective working relationships with others.

  • Ability to Analyze situations accurately and adopt an effective course of action.
  • Ability to Develop long range financial master plans for airport construction.
  • A valid California Driver License, Class C or higher, shall be required at the time of appointment.
  • Incumbents in this class must acquire and maintain an airport security badge allowing access to secure County airport locations.

Nice To Haves

  • Additional experience (at the supervisory level) and in one of the areas listed above can be substituted for the required education on a year for year basis. (30 semester units or 45 quarter units = 1 year of experience.)

  • The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of Board of Supervisors Resolution No. 82-602, Personnel Policies, and applicable federal and state laws.

  • The County may also conduct a background check on the candidate prior to appointment to a position within this class.
  • The background check may include personal and professional reference checks, credit history checks where authorized by Labor Code section 1024.5, Social Security Number verification, professional license/registration verification, military service information and driving history.
  • Information obtained in the course of this background check will be considered by the appointing authority in the selection process.
  • In obtaining such information, the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.
  • Failure to obtain or maintain the appropriate California Driver License may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement.
  • Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.
  • Failure to maintain an airport security badge may constitute cause for personnel action in accordance with Civil Service Rules or applicable bargaining agreement.
