About The Position

Plan, organize, develop and coordinate the operational and maintenance activities of the airport. Determine the need for, develop, and recommend new or modified operating standards and procedures for the operation of the airport. Promote, and support long range plans for air transportation and development of County airport facilities. Identify the need for and recommend alterations and maintenance activities related to the airport to ensure effective operation and compliance with established safety requirements. Enforce federal, state and local rules and regulations governing airport use and report alleged violations to proper authorities. Administer ground and flight safety programs and security. Coordinate rescue operations and notify interested and concerned parties. Monitor aircraft fuel sales. Confer with and act as department liaison with aircraft operators, fixed base operators, other airport users and tenants, federal and state agencies, and the public, regarding the airport and its operating procedures. Represent the Castle Commerce Center Airport at meetings, conferences commissions, boards, and other governmental agencies as deemed appropriate by the Director of Community and Economic Development. Under the direction of the Director of Community and Economic Development and/or their designee, may supervise or train employees pertaining to airport operations. Under direction, research, prepare, implement, and administer Federal and State grant applications and awards. Participate in the administration and monitoring of lease, sub-lease and rental agreements on the airport. Confer with lessees to resolve complaints. Collect data and prepare status reports on operational aspects of the airport. Issue NOTAMS regarding the status of the airport. Maintain airport certification and security manuals. Oversee daily business transactions including answering correspondence, responding to complaints, ordering supplies, and certifying payroll records. Maintain records of airport operations. Make presentations and write reports.

Requirements

  • Four (4) years of increasingly responsible experience in property management, facilities maintenance and/or airport management, or closely related experience.
  • Equivalent to a two (2) year degree from an accredited college or university with major coursework in aviation management, business or public administration or a closely related field. (Additional qualifying experience may be substituted on a year for year basis.)
  • Possess a valid California driver's license at time of appointment and maintain.
  • Frequent use of depth perception, peripheral vision and color perception.
  • Frequently lift, carry, reach, push, pull, twist and manipulate large and small objects.
  • Kneel, bend, twist, squat, balance and crawl.
  • Frequent use of hand-eye coordination.
  • Frequent use of data entry device including repetitive hand and arm motion.
  • Occasionally lift and carry up to 40 pounds.
  • Normal dexterity, frequent holding and grasping.
  • Regularly drive a county vehicle.
  • Regular attendance is an essential function.
  • Knowledge of: Principles and practices of municipal airport operations.
  • Federal Aviation Administration rules and regulations affecting airport operations.
  • Airport leases, contracts, and charges.
  • Development, practices, and terminology of aviation.
  • Equipment and supplies used in airport operations.
  • Proper maintenance of multimodal transportation hub facilities and infrastructure including roads, utilities and telecommunications.
  • Airport security and emergency plans.
  • Principles and practices of supervision, training and personnel management.
  • Ability to: Plan, organize and direct airport maintenance, security, and operations.
  • Analyze technical information regarding airport usage and maintenance.
  • Promote and represent the airport programs, including air service development.
  • Ability to supervise and train staff as required by the Director of Community and Economic Development.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
