About The Position

This is a position-specific recruitment open to current Maryland State Government employees who meet the minimum qualifications. The Maryland Aviation Administration (MAA) is seeking an Airport Contract Administrator II for the Office of Contract Support at Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport). The MAA owns and operates BWI Thurgood Marshall and Martin State Airports, serving over 27 million passengers annually. This role is crucial for managing, providing budget oversight, and administering large, complex, and highly technical maintenance, service, and environmental contracts. The position involves coordinating and overseeing contractual services, including inspecting and monitoring work quality, quantity, and performance to ensure compliance with contract specifications. It also requires developing and maintaining cost projections, tracking expenses, approving invoices, and ensuring overall contractual and regulatory compliance. The Airport Contract Administrator II acts as a liaison between contractors and airport stakeholders, communicating, negotiating, and resolving issues while maintaining positive relationships within contract guidelines.

Requirements

  • Seven years of professional experience in contract administration and management or procurement involving duties such as: soliciting, evaluating, negotiating, awarding and administering contracts and ensuring compliance with governmental contract and procurement laws, regulations and procedures.
  • This experience must include three years of experience performing contract management and administration for maintenance and/or operations contracts in an airport environment or large facility.
  • OR A Bachelor’s degree from an accredited college or university and three years of professional experience in contract administration and management or procurement involving duties such as: soliciting, evaluating, negotiating, awarding and administering contracts and ensuring compliance with governmental contract and procurement laws, regulations and procedures.
  • This experience must include three years of experience performing contract management and administration for maintenance and/or operations contracts in an airport environment or large facility.
  • Candidates may substitute professional contract administration and management, or procurement experience on a year-for-year basis for the required education.
  • Candidates may substitute certification as a Certified Professional Contracts Manager from the National Contract Management Association for the required education.
  • Candidates may substitute additional graduate level education at an accredited college or university, at the rate of thirty credit hours for each year for up to one year of the required experience.
  • Candidates may substitute equivalent U.S Armed Forced military service experience for civilian experience cited above.
  • Candidates may substitute professional contract management or procurement experience on a year-for-year basis for the required education.
  • Possess a motor vehicle operator's license valid in the State of Maryland.
  • Must obtain a BWI Airfield Operator’s Permit in accordance with Code of Maryland Regulation 11.03.01.04, Control of Vehicular Traffic on the Airfield Operations Area (AOA), prior to permanent appointment.
  • Must maintain the BWI Airfield Operator’s Permit as a condition of employment.
  • Employees in this classification, whose duties require the operation of a vehicle on runways or taxiways, are required to successfully complete training including annual renewal in the operation of a vehicle in the Movement Area of the BWI Airport.
  • Employees in this classification shall obtain and maintain the appropriate Airport Security Identification badge in accordance with the Office of Airport Security policies and procedures.
  • Employees in this classification shall obtain and maintain the appropriate U.S. Customs clearance in accordance with the applicable U.S. Customs policies and procedures.
  • Employees in this classification are considered “Essential Employees” and will be required to adhere to all policies and procedures relating to “Essential Employee” status.
  • Employees in this classification are subject to substance abuse testing in accordance with the Transportation Code of Maryland Regulations 11.02.11, Testing for Illegal Use of Drugs.
  • Candidates will be subject to pre-employment testing in accordance with the Transportation Code of Maryland Regulation 11.02.11, Testing for Illegal Use of Drugs.
  • Employees in this safety-sensitive classification may be subject to random and/or post-accident drug/alcohol testing in accordance with State regulations on testing for illegal use of drugs and/or prohibited use of alcohol.
  • Employees in this classification may be subject to emergency recall 24 hours a day and may be required to maintain a reliable communication link (telephone) for the purpose of emergency call back requirements.
  • Must be legally authorized to work in the United States under the Immigration Reform and Control Act of 1986.

Responsibilities

  • Managing, budget oversight, and contract administration of large, complex and highly technical maintenance, service and environmental contracts.
  • Coordinating and overseeing contractual services to include inspection and monitoring of work quality, quantity, and performance to ensure contractor’s work is in accordance with contract specifications and requirements.
  • Developing and maintaining cost projections, track expenses monthly against budget authorizations, and make recommendations for funds needed to support existing and future contracts.
  • Reviewing and approving contractor/supplier invoices to ensure work performance is within authorized budget and spending limits.
  • Ensuring contractual, regulatory and general compliance with established directives, policies, procedures and regulations.
  • Providing recommendations for contract restructuring to improve maintenance practices, policies to achieve Administration objectives, and use judgement to solve complex and unusual problems.
  • Acting as the Administration’s liaison between contractors and the airport stakeholders for contracted services.
  • Communicating, negotiating and finding solutions to resolve problems and complaints while developing and maintaining a good working relationship between the airport tenants, contractor and the Administration, while remaining within the guidelines and specifications of the contract.
