About The Position

The Air Quality Division (AQD) Compliance Inspector performs high-level complex engineering tasks related to air quality compliance assurance within several Wyoming counties. This role involves inspecting and evaluating a wide range of industrial facilities, processes, and emission control equipment. The inspector will work with industry personnel regarding the design, construction, and operation of facilities to ensure regulatory compliance. Responsibilities include writing clear, concise, and detailed reports based on evaluations and providing engineering knowledge and guidance to industry partners and the public regarding air quality practices with the aim of reducing pollution and improving the airshed.

Requirements

  • Bachelor's Degree (in Engineering)
  • 1-2 years of progressive work experience in Engineering
  • Professional Engineer's (PE) License Required at time of hire - (Wyoming PE required within one year of hire date.)

Nice To Haves

  • Experience in air pollution control or industry processes related to air quality, e.g., baghouses, electrostatic precipitators, cyclonic controls, engine catalysts, and stationary and mobile engines.
  • Experience in Oil & Gas facility or equipment design, inspection, or maintenance.

Responsibilities

  • Ensures that facilities meet technical, policy, and regulatory requirements; recognizes and flags concerns; suggests modifications or improvements.
  • Confers with industry personnel to ensure goals are achieved and requirements met.
  • Assists with formal and informal training of personnel in use of software and monitoring equipment.
  • Provides technical assistance as required; inspects and monitors projects for quality and cost control.
  • Performs feasibility analysis to ensure effective solutions.
  • Assists with the selection and oversight of consultants and engineering firms assigned or contracted on projects.
  • Trains, coaches, and mentors entry-level inspectors and other AQD staff regarding industry processes and environmental regulations.
  • Maintains documentation on projects.
  • Provides oversight and evaluation of projects related to air quality and controls.
  • Reviews technical submissions, permits, reports, inspections, and monitoring data.
  • Applies professional judgment, scientific knowledge, and accepted industrial practices to evaluate industrial processes.
  • Conducts independent field work and inspections.
  • Evaluates compliance reviews by facility staff, contract employees, and/or consultants.
  • Reviews progress and inspects corrective actions; manages multiple complex projects for corrective actions or reclamation.
  • Observes and analyzes source sampling procedures used by facilities; provides corrective action when necessary to ensure compliance with established test methods and procedures; uses scientific principles and knowledge to evaluate results.
  • Develops and provides written reports, memos, and comments.
  • Works with the Attorney General’s Office and/or the AQD Stationary Source Compliance Program to provide support, materials, and/or technical expertise in legal actions or enforcement actions taken by the State of Wyoming, DEQ, or AQD as needed.
  • Works with other programs in the Air Quality Division to further the goals of air quality improvement across all programs.
  • Analyzes and responds to public comments, observations, and complaints regarding emissions sources or facilities.
