About The Position

The Massachusetts Department of Environmental Protection (MassDEP) is the state agency responsible for ensuring clean air and water, safely managing toxics and hazards, recycling solid and hazardous wastes, timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources. The Department fulfills its mission in part by enforcing compliance with environmental laws and regulations. MassDEP is seeking applicants for the position of Environmental Analyst V (EA V) within the Bureau of Air and Waste (BAW). The position is based in the Boston Office located at 100 Cambridge St, Boston, MA. The position will report to the Deputy Division Director, or his/her designee, of the Information and Data Systems Implementation (IDSI) Unit. This person should have strong communication skills and be able to work with others in a collaborative team environment. The workplace is a hybrid work model that combines working in the office and remotely. The Air Quality Branch Chief is responsible for development, maintenance and operation of computerized data collection systems for reporting programs such as the Environmental Results Program (ERP), Stage I, Underground Storage Tank Program, Air Quality Compliance & Enforcement activity reporting including reporting of High Priority Violators and Federally reportable violators to EPA data systems (ICIS, ECHO). This position also supports the Department wide EIPAS (Environmental Information and Public Access System) platform.

Requirements

  • Applicants must have at least six years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which at least four years must have been in a professional capacity, and of which at least two years must have been in a supervisory, managerial or administrative capacity.
  • An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required technical or professional experience.
  • A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required technical or professional experience.
  • A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required technical or professional experience and one year of the required professional experience.
  • Educational substitutions will only be permitted for a maximum of one year of the required professional experience.
  • No substitutions will be permitted for the required supervisory, managerial or administrative experience.

Nice To Haves

  • Familiarity with Massachusetts environmental regulations and policies.
  • Excellent computer skills, including working knowledge of Microsoft Outlook, Excel, Word, and PowerPoint.
  • Familiarity with data manipulation and analysis tools like Microsoft Access, Tableau or Power-BI.
  • Ability to critically analyze and assess data to drive strategic decisions and outcomes.
  • Ability to work with cross-functional (internal and external stakeholders) groups, program staff and regulated communities.

Responsibilities

  • Supervise Source Registration (SR) and Greenhouse Gas (GHG) applications and workflow, issues and resolutions.
  • Supervise UST, ERP and SR/GHG data managers and technical staff with responsibilities for data management, data analysis, data entry and/or customer service including coordinating activities, providing training, coaching, performance evaluation and career development opportunities.
  • Manage staff support of databases relating to ERP and other systems as well as implement projects to develop new or enhanced program reporting software based on emerging Department, Bureau or Divisional needs.
  • Perform job responsibilities in accordance with the policies and procedures identified in applicable Quality Assurance Program Plans (QAPP) and the MassDEP Quality Assurance system.
  • Manage and undertake actions to facilitate MassDEP's compliance with Federal Compliance and Enforcement (C&E) information collection requirements and participate in regional and national groups to further coordinate state/federal C&E reporting and program evaluation policy.
  • Represent BAW's (AQ) program interests in the various EIPAS initiatives including data standards, development of business requirements for select operations (permitting/compliance) development of training and guidance documents (internal and external), participating in implementation meetings.
  • Keep immediate chain-of-command updated concerning the status of assigned activities, the identification of staff resources and relevant training needs to achieve the Unit’s information management goals, and other operational issues on a periodic basis to support informed decision-making.
  • Represent the Bureau, Division, or unit in IT and programmatic forums, where applicable.
  • Other duties as assigned.
