About The Position

DarkStar Intelligence is seeking to support a U.S. Department of State program focused on strengthening intelligence and law enforcement capabilities in partnership with allied nations across the Caribbean and West Africa. The program provides specialized advisory and analytical support to help regional partners modernize how they collect, analyze, and share intelligence in support of shared security objectives. This role involves close coordination with government and interagency stakeholders to build lasting, sustainable capacity that advances U.S. national security interests abroad.

Requirements

  • U.S. Secret clearance
  • Master's or higher in social science, public policy, international affairs, data analytics, or related.
  • Impact evaluations/applied research in governance, law enforcement, or international development (UN/USG/NGO).
  • Mixed-methods research design.
  • Experience evaluating technology adoption/institutional change in security & foreign-policy sectors.
  • Ability to translate across policy, technical, and social-science domains.
  • Knowledge of responsible-AI frameworks and data-protection standards.
  • Strong policy-brief/technical-memo writing for senior audiences.
  • Comfort handling law-enforcement-sensitive data.

Responsibilities

  • Interdisciplinary evaluation and advisory support assessing the feasibility, risks, and policy implications of applying AI and data-analytics tools across CARICOM IMPACS and RSS systems.
  • Evaluate institutional readiness, legal frameworks, and operational impact of AI.
  • Produce a phased AI Integration Roadmap, written reports, leadership briefings, and responsible-AI/data-ethics workshops.
