Description Gaston Social Services: Protecting, caring for, and empowering children and adults who are temporarily or permanently unable to care for themselves through the administration of federal, state, and county programs focused on improving the well-being of our citizens.

Requirements

  • 4-year degree: BSW or BA, BS in a related field.
  • 5 years in the administration and the provision of services to older adults.
  • Valid Driver's License
  • Must undergo a criminal background check.
  • Must pass a drug screening test prior to employment.

Responsibilities

  • Responsible for administrative oversight of Aging Services.
  • Provide direct leadership to 4-5 program supervisors to ensure quantity and quality of services meet departmental and/or funding agency requirements.
  • Monitor HHCBG service program budgets assuring adherence.
  • Analyze service provision to ensure reimbursement revenue is generated and service goals are met.
  • Develop and prepare forms & reports.
  • Work with accounting staff to validate accurate data entry.
  • Develop, negotiate and monitor subcontracts with In Home Aide, Nutrition, Transportation, and other providers of service to consumers.
  • Mentor & support 4-5 program supervisors regarding service provision, personnel issues, staff development, staff training, and performance evaluations.
  • Advise/direct disciplinary actions with staff.
  • Interview potential employees and recommend for hire to the Section Administrator.
  • Create and support individual dynamic professional goals with supervisors under my leadership.
  • Adhere to established accounting policies.
  • Monitor & make decisions regarding spending in several Adult Services Cost Centers.
  • Authorize payments & purchases for contracted services, program supplies, etc.
  • Provide updates for new and amended contracts and prepare RFPs for new contracts.
  • Complete annual funding requests for the Home and Community Block Grant.
  • Prepare reports, including programmatic budget projections, service provision goals, & measurement of progress toward those goals.
  • Research & apply for federal, state, & private grant funding.
  • Administer grant funds & prepare reports.
  • Maintain accurate records for audit purposes.
  • Assess community needs in order to enhance delivery of services; evaluate effectiveness of service delivery and make decisions to expand/improve services.
  • Consult with program supervisors to implement changes.
  • Manage special projects, such as construction, capital purchases and special grants.
  • Leadership role with Council on Aging.
  • Analyze and report on service utilization vs requests for services.
  • Advise Council on best use of block grant funding.
  • Initiate and build community collaboration teams to assess and address gaps in services available to seniors.
  • Support DHHS' strategic plan goals.
  • Serve as co-lead administrator for Traverse document management system and Servtracker system.
  • Ensure staff are trained and utilizing the programs efficiently.
  • Meet regularly with Traverse and Servtracker support staff to enhance productivity and recommend updates and changes to improve efficiency and ease of use for staff.
  • Troubleshoot technical issues with IT and support.
  • Must be available to work mandatory emergency shelters & other duties as assigned.
