About The Position

The Agile Subject Matter Expert (SME) / Representative serves as the principal authority and strategic lead for Agile frameworks, methodologies, and execution practices across the contract in direct support of the National Air and Space Intelligence Center (NASIC). Operating within the NASIC Future Capabilities & Assessment Directorate (NASIC/A9), specifically supporting the Group, this role represents the program’s Agile strategy to senior Government leadership, Group Commanders, and enterprise stakeholders. The Agile SME ensures that software development processes are optimized for speed, quality, and technical advantage to accelerate analytical priorities. This position ensures that advanced GEOINT, Persistent Infrared (PIR), and intelligence applications are developed using robust, pure Agile methodologies (Scrum/Kanban) while remaining fully compliant with the NASIC Enterprise Architecture, cloud-native environments, and strict Department of Defense (DoD) standards.

Requirements

  • Bachelor’s degree plus 18 years of experience, or a Master’s degree plus 15 years of experience in Government Program and Information Technology Management, Agile Coaching, or a closely related defense/intelligence field.
  • Proven experience leading team-tasks and implementing pure Agile methodologies (Scrum/Kanban) within complex, large-scale application environments.
  • Must possess an advanced Agile certification (e.g., Certified Agile Coach, Certified Scrum Master (CSM), or Certified Scrum Product Owner (CSPO)).
  • Direct experience tailoring application workflows, technical briefs, and coding specifications to meet strict DoD, IC, and Air Force standards within an Agile pipeline.
  • Must possess an active TS/SCI security clearance to operate on-site within NASIC secure facilities and access repositories across NIPR, SIPR, and JWICS.

Nice To Haves

  • NASIC experience highly desired, not mandatory.
  • Demonstrated success working on all phases of software applications programming, modernization tracking, and Agile events independent of supervisory guidance.
  • Deep technical understanding of the NASIC Mission, specifically the Group portfolio, PIR Enterprise Platform, and the Tasking, Processing, Exploitation, and Dissemination (TPED) mission systems.
  • Experience aligning software factory outputs with cloud-native development concepts, secure cross-domain data flows, and the NASIC 2033 IT Modernization Strategy.

Responsibilities

  • Serves as the primary program representative and authority on Agile practices for the Group.
  • Educates, mentors, and advises developers, Government Product Owners, and intelligence production stakeholders on Agile Scrum methodologies to remove systemic process bottlenecks.
  • Ensures multi-disciplinary development teams operate on standardized, pure Agile principles tailored for NASIC intelligence software factories.
  • Guides sprint planning, stand-ups, reviews, and retrospectives to maximize development velocity across the NASIC Unified Cloud (NUC) environments.
  • Dictates and enforces the standardized use of JIRA and Confluence across all development lifecycles.
  • Manages product backlogs, translates complex systems engineering goals into actionable backlogs, and orchestrates review boards to prepare capabilities for rapid-delivery cycles.
  • Coordinates with primary stakeholders and external vendors (including Vendor or related vendor ecosystems) to seamlessly integrate Agile software delivery streams.
  • Ensures the overall programmatic value stream is successfully tested, deployed, and operationalized within required Services of Common Concern.
  • Authors and delivers the formal monthly Agile Process Posture Report, detailing the program's progress toward the comprehensive adoption of Agile methodologies, tracking metrics, and outlining future training roadmaps for the enterprise.
  • Collaborates directly with the NASIC Chief Data Officer (CDO) and Chief Modeling and Simulation Officer (CMSO) to ensure that Agile software workflows directly support dynamic, model-centric intelligence products and multi-cloud platform architectures.
