About The Position

BridgePhase is seeking an Agile Acquisitions Contract Manager to join our team supporting the Loan Guaranty (LGY) Product Line within the BAM PMO Support project. This critical role primarily focuses on assisting with contract modifications, procurement documentation, and acquisition strategy for software development and operations vendors. The position sits within a PMO Support Team and serves as a vital bridge between acquisition planning and agile software delivery. The ideal candidate will possess strong experience in federal contracting, deep understanding of agile development methodologies, and the ability to translate evolving requirements into structured acquisition packages. This is a remote position. As with any technical environment, the exact role responsibilities will evolve with the changing needs of our client. We are looking for versatile candidates who thrive on new challenges and can readily adapt to additional responsibilities beyond those listed above.

Requirements

  • At least 8 years of total professional experience with 5+ years in federal acquisition and contracting, preferably supporting IT modernization projects
  • Expert-level knowledge in: Federal procurement documentation creation and management for IT contracts
  • Expert-level knowledge in: Federal Acquisition Regulation (FAR) and Veterans Affairs Acquisition Regulation (VAAR)
  • Expert-level knowledge in: Government budgeting and procurement lifecycles
  • Expert-level knowledge in: Independent Government Cost Estimate (IGCE) development
  • Expert-level knowledge in: Contract modification and vendor management processes
  • Advanced expertise in: Strategic planning and analysis for acquisition activities
  • Advanced expertise in: Requirements planning and management methodologies
  • Advanced expertise in: Agile development principles and how they interface with federal contracting
  • Advanced expertise in: Stakeholder management across technical and acquisition communities
  • Advanced expertise in: Project tracking and management tools (JIRA)
  • Strong experience with: Collaboration with CORs, COs, and Budget Officers
  • Strong experience with: Microsoft Office Suite and SharePoint platforms

Responsibilities

  • Manage and administer federal contracts and task orders supporting Department of Veterans Affairs (VA) Loan Guaranty Service Product Line initiatives.
  • Review and validate monthly contract deliverables to ensure compliance with contractual requirements, schedules, quality standards, and program objectives.
  • Provide contract guidance and interpretation to internal teams, contractors, and government stakeholders.
  • Facilitate and lead recurring meetings with VA leadership, program managers, Contracting Officer Representatives (CORs), Contracting Officers (COs), Budget Officers, and contractor personnel.
  • Track and monitor contract funding for all Contract Line Item Numbers (CLINs) and support budget planning and execution activities.
  • Maintain accurate contract documentation, acquisition records, action items, status reports, meeting minutes, and milestone tracking.
  • Review daily work products and contractor submissions for completeness, accuracy, and alignment with program and contractual objectives.
  • Utilize Jira, Microsoft SharePoint, and other project management tools to manage project activities, monitor workflows, track deliverables, maintain documentation, and facilitate issue resolution across teams and stakeholders.
  • Coordinate with program management, finance, acquisition, and technical teams to ensure contract performance objectives and procurement timelines are met.
  • Identify contract risks, performance concerns, and funding issues, and provide recommendations for mitigation and resolution.
  • Support contract modifications, vendor management activities, invoice reviews, performance evaluations, and compliance reporting.
  • Prepare and maintain procurement and acquisition documentation including Requests for Information (RFIs), Statements of Objectives (SOOs), Performance Work Statements (PWSs), and Independent Government Cost Estimates (IGCEs).
  • Develop and maintain acquisition strategies aligned with Agile software delivery methodologies and IT modernization initiatives.
  • Translate technical requirements from Agile development teams into procurement-ready documentation and acquisition artifacts.
  • Provide advisory and technical support to PMO leadership on acquisition and contract management matters.
  • Facilitate stakeholder communications regarding contract requirements, acquisition strategies, options, and trade-offs.
  • Ensure adherence to Federal Acquisition Regulation (FAR), Veterans Affairs Acquisition Regulation (VAAR), agency policies, and contractual obligations.
