About The Position

The Illinois Department of Commerce and Economic Opportunity (DCEO) is seeking a skilled, motivated person to direct and manage the agency's contract and procurement portfolio. This position will also manage medium- to large non-competitive and competitive procurements, Intergovernmental Agreements, direct the Office of Strategic Sourcing, represent the agency to internal and external stakeholders, and speak on behalf of the Director when needed. The Agency Procurement Officer (SPSA Opt 1) is a critical player in DCEO operations and ensures programs have access to the 3rd-party resources needed to achieve the agency mission. Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with coursework in business management or a related field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience with experience in purchasing and contract lifecycle management in a public or private organization.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires appropriate, valid driver’s license.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.
  • The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public.
  • All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09)
  • Fines and penalties apply to untimely filings.

Nice To Haves

  • Prefers five (5) years' experience with state contracting or procurement management.
  • Prefers two (2) years' experience coordinating the development of Intergovernmental Agreements.
  • Prefers three (3) years' working knowledge of the state Procurement Code, BidBuy or other electronic purchasing systems.
  • Prefers two (2) years’ experience in contract creation.
  • Prefers two (2) years' experience supervising professional subordinate staff.
  • Prefers one (1) year experience working in SAP/ERP.

Responsibilities

  • Planning, directing, implementing and administering all DCEO procurements that are subject to the Illinois Procurement Code and IGA’s that meet DCEOs operational needs.
  • Serves as official agency spokesperson and lead contact on behalf of the Director and the department to all internal and external entities including the Governor’s Office, CPO, SPO, the legislature, the Office of Management and Budget, vendors, contractors, public, private and federal officials on agency-specific procurement issues, independently possessing substantial authority to negotiate and bind the agency to contractual agreements and operational agreements for agency-specific contractual procurements deferring to the Director on issues of potentially substantial impact.
  • Independently and through subordinate staff, oversees evaluating proposals received from vendors, negotiating with vendors and vendor selection.
  • Serves as full-line supervisor.
  • Develops strategic sourcing strategies for agency-specific procurements.
  • Administers activities of DCEO Office of Strategic Sourcing and Procurement staff, both independently and through subordinate purchasing personnel.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
