About The Position

This position is eligible for a hybrid remote schedule, reporting to our Salem office 4 days per week for the first 2 weeks, and then 1-2 days per week with potential additional days if needed. This limited duration position is open to current State of Oregon employees only and is also available as a job rotation for existing state employees with permission from their current supervisor. The position is expected to last through June 30, 2028. The Department of State Lands (DSL) manages the lands that help fund our public schools and protects the state’s waterways and wetlands for the many benefits they provide. As our Agency Operations & Policy Analyst, you will too. The primary purpose of this position is to provide agency‑wide operational analysis, project coordination, and workflow systems support. The successful candidate will have the opportunity to lead the development, implementation, and continuous improvement of project tracking systems, workflow tools, and administrative processes that enable consistent execution of DSL’s strategic and operational priorities. This Limited Duration position is in management services and not represented by a union.

Requirements

  • Five years of progressively responsible policy and/or analytical experience OR a bachelor’s degree in business or public administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and two years of professional-level evaluative, analytical and planning work.
  • A master’s degree in a relevant field can substitute for 1 additional year of experience, and a doctorate degree in a relevant field can substitute for 2 years of additional work experience.

Nice To Haves

  • Education and/or experience to identify appropriate methods of tracking and analytics for individual and agency-wide projects
  • Proficiency in writing to prepare technical memos, formal correspondence, bulletins, and other communication for intern and external partners and the public
  • Oral presentation skills sufficient to conduct or assist in conducting training sessions, technical workshops, and public forums
  • Iterative thinking style and comfort with dialogue regarding differing perspectives to generate well-rounded group decisions
  • Proficiency using Excel including tables and pivot tables with large data sets
  • Ability to apply critical thinking and professional judgment to analyze alternatives and interpret laws, regulations, and standards
  • Experience working in teams, including internal and external partners, to bring multi-faceted assignments to a successful conclusion
  • Ability to develop and maintain relationships across both internal and external teams, including other state agencies, community members, and interested parties
  • High level of attention to details and ability to perform detailed analyses of agency programs and performance
  • Ability to apply an equity lens to all assigned duties and daily work to ensure decision-making and resource allocation reflect the needs of all Oregonians

Responsibilities

  • Promote and foster a diverse and qualified workforce and a workplace free of discrimination and harassment by applying an equity lens to all areas of work.
  • Consult with agency leadership and program teams to ensure system and workflow automations are implemented in alignment with agency goals to improve operational excellence for all of DSL.
  • Assist managers and team members in structuring project plans, deliverables, milestones, and documentation and provide guidance on process improvement.
  • Implement feedback from agency in conjunction with the Deputy Director of Administration to update and improve reports, reporting outputs and visualizations.
  • Create and maintain agency-wide project tracking dashboards using tools such as Smartsheet, SharePoint, Power BI, Excel, and other DSL systems.
  • Develop reporting processes that monitor progress, timelines, risks, and key milestones for major initiatives.
  • Support project teams by organizing information, maintaining documentation, and coordinating updates.
  • Create automated workflows where possible to improve project communication and reporting consistency.
  • Troubleshoot system or workflow issues and coordinate with IT or vendors to resolve them.
