About The Position

Baltimore City’s Department of Recreation and Parks (BCRP) is seeking an innovative, results driven, strategic leader to fill the role of Agency IT Manager III. This position is responsible for aligning technology strategies with the department’s goals, ensuring the efficient and secure operation of IT resources, and supporting the overall mission of BCRP. The incumbent will plan, direct, control, evaluate, and staff the agency’s IT division. This position requires innovative leadership, excellent communication skills, technical depth, project management/execution, team development, and strategic vision, as well as demonstrated success, sound judgment and flexibility working in a complex, fast-paced environment. BCRP has approximately 1000 employees that serve the citizens of Baltimore City.

Requirements

  • Bachelor of Science degree in Information Technology, Computer Science, Computer Engineering or a related discipline from an accredited college or university.
  • Eight years of experience managing application programming, systems analysis and design, hierarchical/relational database management and/or GIS; including Four years of supervisory responsibilities disciplining, evaluating performance and recommending the hiring, firing, and promoting of subordinate employees.
  • Excellent verbal and written communication skills.
  • Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit.
  • Knowledge of up-to-date technology strategies and resources.
  • Knowledge of technology management and current technology.
  • Knowledge of data center management.
  • Knowledge of strategic planning for technology.
  • Knowledge of quality management methodologies.
  • Knowledge of data security requirements.
  • Knowledge of forecasting technology requirements.
  • Ability to research and implement technological solutions.
  • Ability to conduct systems audits.
  • Ability to problem solve.

Nice To Haves

  • Previous IT experience in government is preferred.

Responsibilities

  • Supervises to ensure the efficient working of divisional IT staff, and ensures compliance to deadlines, and provides upgrades to systems when required.
  • Ensures team members develop and maintain technical knowledge in specialized areas, remaining up to date on current trends and best practices.
  • Prepares financial budgets and presents proposals for capital projects.
  • Evaluates new technologies for competitive advantage.
  • Applies contemporary business principles integral to a high-technical environment.
  • Works with team to enhance current technology to improve customer satisfaction and services.
  • Manages hardware and software vendor relationships.
  • Anticipates future network needs, identifies proactive solutions to satisfy needs.
  • Establishes and builds relationships with vendors.
  • Champions change and effectively manages the implementation of new ideas.
  • Manages the development of project managers and supervisors.
