About The Position

The State of Connecticut, Office of the Comptroller (OSC) is seeking a dynamic business and technology leader for the position of Core-CT Financials/Supply Chain (FSC) Agency Information Technology Manager. The Core-CT division is responsible for the State of Connecticut's PeopleSoft-based Enterprise Resource Planning system. This position requires a strong background in state Financial and Procurement policy and business practice, Oracle PeopleSoft and knowledge of ERP systems and integrations. This position is Full-Time, 40 hours per week, Monday through Friday, located at 165 Capitol Avenue, Hartford, CT 06106. The role involves management responsibilities for business and functional support teams focused on delivering key Financial and Supply Chain services within Core-CT, the State's Peoplesoft ERP solution. These services include modules such as eProcurement, Purchasing, Supplier Contracts, Strategic Sourcing, Inventory, Accounts Payable, Asset Management, Accounts Receivable, eSupplier, Billing, Banking, Project Costing, Customer Contracts, Grants Management, General Ledger, and Commitment Control. The position also includes training and managing Help Desk support staff, working closely with OSC management, technology teams, state agencies, vendors, and other business stakeholders. Key responsibilities include the day-to-day coordination of business activities, management of the FSC service delivery team, reviewing and establishing system and business priorities, and working directly with technical services teams to ensure system reliability, execution of key business functions, and accuracy of ERP data and processes.

Requirements

  • Ten (10) years of experience in computer or network operations, systems development, information technology analysis and planning.
  • Three (3) years of the General Experience must have been in a lead capacity.
  • Considerable knowledge of and ability to apply management principles and practices.
  • Considerable knowledge of relevant state and federal laws, statutes and regulations.
  • Considerable knowledge of information technology methods, techniques and equipment.
  • Considerable interpersonal skills.
  • Considerable oral and written communication skills.
  • Considerable ability to analyze information technology system problems and implement effective solutions.

Nice To Haves

  • Experience with ERP Systems, especially PeopleSoft 9.2 Financials and Supply Chain.

Responsibilities

  • Management responsibilities for the business and functional support teams, focused on the delivery of key Financial and Supply Chain services within Core-CT, the State's Peoplesoft ERP solution.

  • Leads and influences development of standards and decisions regarding changes to systems/applications.
  • Stays abreast of local, regional and national industry trends.
  • Coordinates use of key people, resources, technologies, processes and capabilities to reach strategic goals.
  • Plans and supports information technology staff development.
  • Leverages technological solutions to meet business needs.
  • Leads the recruitment and hiring of staff, including outreach, interview and selection.
  • Performs related duties as required.
