About The Position

The Virginia Department of Health’s Office of Emergency Medical Services is seeking an Agency Grants Manager to provide staff support on intermediate-term program issues with agency-wide application. The position focuses on program development, planning, monitoring, analysis, grants management, policy and procedure recommendations, program research, and evaluating the impact of changes to rules, regulations, and legislative proposals on service delivery. The work requires thorough knowledge of program management, analytical principles, and service integration. Responsibilities are carried out independently according to an outline or work plan developed by or approved by the supervisor.

This is a restricted position funded solely by the Rural Health Transformation Grant, which ends September 30, 2027. Funding availability is scheduled for review before the grant expiration date and periodically thereafter. Continued employment is contingent on continued funding.

Requirements

• Demonstrated knowledge of governmental accounting principles, policies, procedures, and standards.
• Knowledge and experience with state and federal grant financial management and reporting requirements, including cash management techniques.
• Experience with federal time and effort reporting requirements.
• Ability to manage people and processes.
• Experience with the Commonwealth's Accounting & Reporting System and PeopleSoft.
• Proficiency in Excel, Access, and Word, with experience using database applications.
• Thorough knowledge of program management, analytical principles, and service integration.
