About The Position

This position performs full-performance budget work for the Calvert County Health Department, with primary responsibility for centralized budget and grant fiscal support for the Behavioral Health Services Division. The role involves preparing, monitoring, reconciling, analyzing, forecasting, and reporting on operating, grant, and special-fund budgets. It also includes preparing budget revisions, reimbursement packages, match and time-and-effort tracking, and fiscal closeouts. The position advises the Finance Director and Behavioral Health leadership on variances, emerging risks, and recommended corrective actions.

Requirements

  • Five years of experience in budget preparation, presentation and execution.
  • Possession of a Bachelor's degree from an accredited college or university and one year of experience in budget preparation, presentation and execution.
  • 30 credit hours of graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration.
  • U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

Nice To Haves

  • Experience supporting state or federal grants, including fiscal reporting, reimbursement requests, budget modifications, match tracking, time-and-effort documentation, or grant closeout.
  • Proficiency with Microsoft Excel or comparable spreadsheet software, including creating and maintaining fiscal tracking tools and analyzing financial information.
  • Experience reviewing expenditures, invoices, or supporting documentation for appropriate coding, funding availability, completeness, and compliance with applicable requirements.
  • Experience working in governmental, public health, healthcare, or behavioral health fiscal operations.
  • Demonstrated ability to manage multiple deadlines, work independently, maintain detailed and accurate records, and collaborate effectively with fiscal and program staff.
