About The Position

Thurston County Public Health and Social Services (PHSS) is recruiting for an Affordable Housing Program Manager for our Affordable Housing & Homeless Response Division. The ideal candidate will have demonstrated experience working with elected officials and community stakeholders, implementing effective and results oriented community programs, managing grant programs, and a passion for developing strategies to address affordable housing challenges in our region. All responsibilities are conducted in a manner consistent with the spirit of the Thurston County Public Health and Social Services mission, vision and values.

Requirements

Bachelor’s degree in public administration, public policy, humanities, a social science field, or closely related field. Additional experience may be substituted for education on a year for year basis.
Four (4) years of progressively responsible experience related to public program and policy development or in a closely related field specific to the position. Demonstrated competence in the principles and practices of public policy development and administration. Also, must be able to demonstrate competency in supervising personnel involved in program implementation and in establishing and controlling budgets.
Ability to efficiently use a personal computer and applicable software to successfully perform the essential job functions of the position.

Nice To Haves

Knowledge of affordable housing financing sources and processes.
Extensive knowledge of current principles and practices relating to planning, public policy development and implementation of programs related to the specific position being advertised.
Knowledge of Federal, State and local policies and regulations pertaining to affordable housing development and preservation, including but not limited the HOME Investment Partnership Program, Washington State Housing Trust Fund, and Low-Income Housing Tax Credits.
Ability to communicate effectively with individuals and groups regarding complex or controversial public policy issues or services.
Excellent communication skills, both verbal and written.
Strong project management, organizational and prioritization skills.
Strong attention to detail.
Ability to prepare, review and understand basic financial budgets.
Basic understanding of housing construction practices.

Responsibilities

Supervise staff members within this division.
Administration of a number of funding sources including Community Development Block Grants (CDBG), HOME Investment Partnership Program and other local affordable housing funds.
Serve as staff liaison to the Regional Housing Council’s Thurston Affordable Housing Advisory Board.
Engage in underwriting, developing contract documents including lien documents, and monitoring affordable housing projects with for-profit and non-profit housing developers.
Perform other work as required or assigned, including, but not limited to, a 24/7 response during public health emergency situations and disease outbreak investigations. This includes emergency preparedness training and exercises, relevant to the work expectations of duties during emergencies.
