About The Position

Supervise staff conducting complex analysis and providing support to assigned operational program area. The position ensures that CADD platforms, design applications, and related technologies operate efficiently and consistently across projects. This role also provides technical guidance, troubleshooting, and training to staff, helping teams leverage technology to produce accurate, high quality design deliverables. In essence, the position serves as the bridge between engineering needs and the digital tools that enable modern design production.

Requirements

  • Ability to communicate effectively both orally and in writing with diverse groups.

  • Ability to design, maintain, document, and enforce digital design standards and workflows.

  • Knowledge in CADD platforms (e.g., MicroStation, OpenRoads Designer, Civil 3D).
  • Knowledge in ProjectWise.
  • Knowledge of GIS integration, asset management systems, and project delivery platforms.
  • Knowledge of design automation, configuration management, and template development.
  • Knowledge of transportation engineering standards (AASHTO, MUTCD, state DOT design manuals).
  • Skill in prioritizing competing deadlines and requirements.
  • Skill in quality assurance/quality control (QA/QC) for digital design deliverables.
  • Skill in technical writing, documentation, and policy communication.
  • Ability to analyze complex technical issues and translate them into clear policy recommendations.

Responsibilities

  • Lead the development, interpretation, and implementation of policies, procedures, and standards related to design technologies.
  • Oversee program initiatives, ensure alignment with statewide engineering and design objectives, and provide strategic guidance to support consistent and compliant use of design technology tools.
  • Coordinate with internal and external stakeholders to evaluate policy impacts and recommend improvements.
  • Manage daily operations of the design technologies program area, including coordination of support activities, troubleshooting escalated technical issues, and ensuring timely resolution of complex software or workflow challenges.
  • Collaborate with IT, engineering teams, and vendors to address system needs, software updates, and operational impacts.
  • Supervise engineering and technical staff within the design technologies program area.
  • Assign work, provide performance feedback, conduct evaluations, and support professional development.
  • Ensure staff have the training, resources, and guidance needed to effectively support design technology platforms and workflows.
  • Promote a collaborative, high performance team environment.
  • Oversee the creation, maintenance, and enforcement of design technology standards, templates, and workflows.
  • Ensure compliance with agency, state, and federal requirements.
  • Provide expert review of digital design deliverables, evaluate adherence to standards, and lead quality assurance initiatives to improve accuracy, consistency, and efficiency across engineering disciplines.
  • Research emerging design technologies, evaluate new tools, and support pilot projects and implementation strategies.
  • Assess software capabilities, compatibility, and user impacts.
  • Provide recommendations for technology adoption, system enhancements, and process improvements that advance digital design capabilities and support agency goals.
