Our central role includes managing the provincial power grid in real-time, overseeing and evolving Ontario’s electricity market, engaging with government, municipalities and Indigenous communities, and planning for Ontario’s future electricity needs. This is a unionized position that falls within the Markets and Sector Evolution team within Markets and Reliability. The energy sector is rapidly evolving, offering exciting new opportunities for those who want to make a difference. In a typical day, you will support market evolution work related to the design and operation of Ontario’s wholesale electricity market. You will research emerging trends, develop market design options, assess impacts, and prepare clear analysis and recommendations to support evidence-based decisions. Your work will focus on operational timeframe rules and processes—such as bidding, scheduling, dispatch, and settlement—and on addressing interfaces between market design, planning, procurement, and operations. You will collaborate with internal staff, engage with stakeholders, and contribute market design expertise. The work you support will contribute to how services are offered in the market, how participants interact with them, and how market rules and processes evolve to support Ontario’s changing electricity system.

Requirements

  • Typically, 6–8 years of progressively responsible experience.
  • Demonstrated experience in one or more of electricity market design, rule development, market operations or settlements, power system planning, power system economics, or closely related work.
  • Strong working understanding of bulk power system fundamentals and how market outcomes interact with reliability and system operations.
  • Experience supporting or leading defined workstreams and/or projects, including managing timelines, deliverables, and cross-functional dependencies.
  • Experience producing high-quality technical writing (e.g., design options, policy/position documents, guidance, manuals, and other similar documents).
  • Proven ability to work with internal and external stakeholders to gather input, explain complex topics clearly, and incorporate feedback.
  • Experience leading defined workstreams and/or projects, including managing timelines, deliverables, and cross-functional dependencies.

  • Graduate degree is an asset but not required.

Responsibilities

  • Monitor and interpret market, policy, regulatory, technology, and consumer trends to identify emerging issues/opportunities and inform market evolution priorities.
  • Identify, assess, and help frame market evolution challenges/opportunities using market performance insights, stakeholder input, policy direction, and jurisdictional learnings.
  • Develop market design options (rule, manual, and/or process changes) and assess how options interact with existing market systems and participant behaviours.
  • Quantify expected impacts and benefits (e.g., efficiency, competition, reliability, flexibility) using appropriate analytical methods and clear assumptions and limitations.
  • Support development of implementation plans, including requirements, sequencing, dependencies, timelines, and cost estimates; work with delivery teams.
  • Assess trade-offs, implementation risks, and market impacts; support the development of mitigations and decision points.
  • Produce clear analysis, recommendations, and supporting documentation (e.g., issue papers, option assessments, decision memos, reports).
  • Present findings and options to management and working groups as appropriate; support responses to questions and refine materials based on direction.
  • Plan and execute structured engagement activities for assigned initiatives (materials, webinars, written submissions, response-to-feedback).
  • When market design changes are approved, support implementation projects through handoff, early delivery support, and design clarifications.
  • Work across IESO teams where market design intersects with planning, procurement, operations, settlement, and program delivery.
  • Participate in internal and external working groups, support related coordination within the IESO, and contribute to IESO and stakeholder readiness for market design changes.
  • Develop RFP documentation, support consultant selection/contracting, and assist with consultant deliverables related to analysis and materials.
  • Participate in internal/external committees, contributing analysis and input on market design.
  • Perform other responsibilities consistent with the role.
