About The Position

This position is accountable for assisting the Chief Operating Officer in the overall development and coordination of policy and directives. This position monitors conformance to existing policies and conducts reviews or studies issues that are of special interest to executive management. The incumbent provides policy interpretation and analysis of departmental policies. The Illinois Department of Transportation is seeking to hire an Advisor to Chief Operating Officer. Requirements

  • Completion of a bachelor’s degree in business or public administration, economics, project management, political science, urban and regional planning, civil engineering, transportation engineering, geographic information systems (GIS), data analytics, applied statistics, or a related field PLUS six years of progressively responsible experience in public policy, political science, policy analysis, economics, business or public administration, transportation planning, infrastructure analysis, safety analysis, or related analytical or policy disciplines; OR Fourteen years of experience in public policy, political science, policy analysis, economics, business or public administration, transportation planning, infrastructure analysis, safety analysis, or related analytical or policy disciplines, or a combination thereof.
  • Three years of supervisory experience.
  • Occasional state-wide travel is required to attend meetings and conferences.
  • Successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Responsibilities

  • Coordinates and implements departmental policy initiatives. Reports on the process to executive management departmentwide.
  • Assists with the implementation of major departmental initiatives and strategic reviews, including coordinating agencywide actions, tracking progress, and preparing status updates for executive leadership.
  • Develops informational documents accurately presenting background and options for addressing issues of employee accountability. Develops appropriate policy recommendations to provide maximum benefits to IDOT and the state of Illinois. Develops proposed policy updates or integration strategies to strengthen consistency and performance across offices.
  • Reviews departmental policies to identify alignment opportunities with emerging recommendations, internal assessments, and statewide strategic priorities. Provides analysis and recommendations on policy issues for executive management.
  • Coordinates information on relevant policy issues to ensure that decisions are consistent with past policies and current goals and objectives of the department.
  • Provides other assistance to the Chief Operating Officer and executive staff as needed.
  • Ensures compliance with departmental safety rules and practices. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
