About The Position

Join PAHO/WHO in advancing health workforce development across the Americas. This role provides leadership and technical cooperation to strengthen nursing, midwifery, and allied health personnel, supporting resilient, people-centered health systems and Universal Health. Under the general supervision of the Director, Health Systems and Services (HSS), and the direct supervision of the Unit Chief, Human Resources for Health (HSS/HR), the incumbent is responsible for designing and implementing technical cooperation strategies to strengthen human resources for health policies, plans, and regulatory frameworks, with a focus on nursing, midwifery, and allied health personnel. This includes promoting and coordinating initiatives that support nursing, midwifery, and allied health education, continuing professional development, interprofessional education, and collaborative practice. The role also involves leading efforts to expand and strengthen the role of nurses and allied health personnel within health systems through innovative approaches and supportive regulatory environments, conducting workforce studies, strengthening information systems, and producing analysis to support evidence-based decision-making and effective health workforce planning. Fostering partnerships and collaboration with academic institutions, professional associations, international organizations, financing institutions, and collaborating centers to advance workforce development is also a key responsibility, as is leading program planning, implementation, resource mobilization, monitoring, and evaluation activities, working closely with country offices and technical counterparts across the Organization.

Requirements

  • A university degree in one of the health sciences and a master's degree in public health or a health science related to the functions of the post from a recognized institution.
  • Nine years of combined national and international experience in the development of health, nursing, midwifery, and allied health personnel with responsibility for service delivery, developing policies, guidelines, educational programs, and plans to be implemented by health authorities, local governments and educational institutions.
  • Fluency in English or Spanish with a working knowledge of the other language.
  • Demonstrated ability to effectively use current technology and software, as well as Enterprise Resource Planning (ERP).
  • Knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word.
  • Strong expertise in human resources for health development, planning, policy formulation, regulation, and workforce management.
  • In-depth knowledge of nursing, midwifery, allied health personnel, and health systems and services.
  • Strategic thinking and planning skills, including workforce planning, stakeholder analysis, and health system performance assessment.
  • Ability to develop and evaluate technical cooperation interventions, programs, and projects.
  • Expertise in health education, lifelong learning, continuing education, professional development, and quality improvement.
  • Strong leadership, partnership-building, negotiation, and networking skills.
  • Ability to utilize information and communication technologies and promote innovative digital approaches.
  • Excellent analytical, written, and oral communication skills, including the preparation of reports, presentations, and technical documents.
  • Ability to collaborate effectively in multidisciplinary and multicultural environments.

Nice To Haves

  • Knowledge of French and/or Portuguese would be an asset.
