About The Position

Ontario Health’s Sector Capacity and Performance portfolio enables a high-performing, equitable health system across Ontario. Within this portfolio, the Funding Unit develops and implements funding policy, models and operations that help align health system investments with provincial priorities, outcomes and value. The unit brings together three interdependent teams—Modelling & Development, Funding Operations and Case Costing—to advance innovative funding approaches and support system-wide decision-making. Reporting to the Manager, Funding Operations, the Advisor will play a key role in leading operational funding support, policy implementation and strategic advice for Ontario Health, the Ministry of Health, the Ministry of Long-Term Care and sector partners. This role supports high-priority provincial funding initiatives, including Quality Based Procedures, Alternative Levels of Care, hospital sector stabilization, surgical funding and other emerging policy priorities. The Advisor will lead complex analysis, briefing materials, stakeholder engagement and operational improvements that inform executive and ministry decision-making. The successful candidate will bring strong policy judgement, analytical expertise, political acuity and the ability to translate complex funding information into clear recommendations for diverse audiences. This is an opportunity for a collaborative and solutions-oriented funding expert to influence provincial health system priorities, strengthen funding operations and build trusted relationships with internal and external partners across Ontario’s health care system.

Requirements

  • A minimum of a bachelor’s Degree in Health Informatics, Data Science, Health Administration, Finance and/or Accounting Designation or similar discipline with equivalent experience.
  • Minimum of 5-7 years of related financial/funding experience in Healthcare, including extensive experience coordinating or managing funding or financial reporting, knowledge and use of OHRS is required.
  • Demonstrated success working collaboratively across diverse stakeholder groups to establish consensus and drive alignment
  • Experience engaging with senior executives, clinical leaders, and government partners in complex organizational environments.
  • Demonstrated ability to lead, formally or informally, teams to deliver effective services in a client-focused model.
  • Experience working with external (MOH, MLTC or HSP) and internal stakeholders from Program areas as well as key corporate services such as, Quality Assurance, Security, Privacy, Product Management and Business Intelligence teams to develop, manage, lead the adoption and execution of project plans.
  • Strong political acuity and communication skills with experience interpreting, synthesizing analytic and technical information, and presenting to key stakeholders and leaders.
  • Excellent project management skills and demonstrated knowledge of project management concepts.
  • Advanced problem-solving capability with excellent attention to detail.
  • Ability to work effectively both autonomously and as a part of a team.

Nice To Haves

  • A Master’s degree is preferred.
  • Experience with benchmarking reporting, use of BI tools and advanced proficiency in MS Office applications (Excel, PowerPoint, Word), experience with SAS, R, Python, SQL or similar an asset
  • Extensive hospital financial knowledge as well as a strong understanding of OHRS, OCDM, HIT and other hospital datasets is a significant asset.
  • Ability to understand and explain Ontario hospital funding policies such as QBP, GEM etc.
  • Knowledge of Ontario’s health care environment and OH initiatives is an asset.

Responsibilities

  • Provide leadership, subject matter expertise and strategic advice to Ontario Health executives, ministry partners, OH Regions, clinical teams and sector stakeholders on funding operations, policy implementation and reporting.
  • Lead and support high-priority funding initiatives, including Quality Based Procedures, hospital sector stabilization, surgical funding, benchmarking and operational reporting improvements.
  • Oversee the development of analytic methodologies, data models, work plans, briefing materials, reports and recommendations to support strategic and operational decision-making.
  • Guide and support multidisciplinary team members, including leads, methodologists, senior analysts and analysts, to deliver accurate, timely and stakeholder-focused funding products.
  • Translate complex financial, operational and policy information into clear insights, recommendations and communications for senior leaders and diverse audiences.
  • Build and maintain collaborative relationships with ministry partners, health service providers, OH business units and cross-functional teams to support policy alignment, knowledge transfer and continuous improvement.
  • Lead stakeholder engagement, consultations and working groups to advance funding operations priorities, improve reporting utility and support adoption of funding policies and tools.
  • Support continuous improvement of operational processes, data quality, funding databases, education materials and knowledge-sharing practices across provincial funding initiatives.
  • Perform cross-functional and other duties consistent with the job classification, as assigned or requested.
