About The Position

The Adviser will provide dedicated senior-level advisory support to the Executive Director of the Secretariat of the Fund for Responding to Loss and Damage (FRLD), which is hosted by the World Bank on an interim basis. The Fund assists developing countries particularly vulnerable to climate change in responding to economic and non-economic loss and damage, including that caused by extreme weather and slow-onset events. The role supports selected aspects of the Executive Director’s Board-approved mandate as the Fund develops from institutional establishment toward delivery at scale. The Executive Director determines assignments and priorities based on the Fund’s needs, and the scope of work may evolve. The Adviser complements the responsibilities of the Secretariat’s organizational structure, coordinates with relevant functional leads when directed, and provides advice for the Executive Director’s consideration; decision-making accountability remains with the Executive Director. Areas of support include strategic advice and decision support; Board and governance matters; strategic and institutional development; resource mobilization and strategic partnerships; external representation and high-level engagement; and Secretariat leadership and organizational effectiveness. The Adviser may also undertake special assignments assigned by the Executive Director. This role supports a Financial Intermediary Fund (FIF). Roles funded by a FIF are subject to World Bank Group Staff Directives and Procedures, as well as the relevant FIF governance framework and funding. The Adviser must maintain integrity, independence, professionalism and confidentiality; comply with applicable World Bank and FRLD policies; protect confidential and non-public information; disclose actual, potential or perceived conflicts of interest promptly; and exercise particular discretion in the direct advisory relationship with the Executive Director.
