About The Position

This is a leadership role within the Adult, Family, and Economic Services (AFES) Division at the El Paso County Department of Human Services. The Deputy Division Director will work alongside the Division Director to lead the division, focusing on program management, performance management, quality improvement, and fostering a positive work culture. The role is highly collaborative and hands-on, requiring strategic decision-making based on data, identification of operational improvements, and translating the division's vision into action. Key responsibilities include strategic planning, change management, team leadership, resource allocation, mentoring, and building cross-division partnerships. Success depends on strong relationship-building, a visible presence with teams, leading through change, resolving complex challenges, and driving continuous improvement to meet organizational strategic objectives. The position offers a hybrid schedule after an initial evaluation period and requires additional background checks due to the sensitive nature of the role.

Requirements

  • Bachelor's degree in human behavioral science or related field.
  • Five years of supervisory or management experience in human services or a closely related field.
  • Knowledge of Department of Human Services programs and services.
  • Knowledge of strategic planning, research, and evaluation methods.
  • Ability to demonstrate a broad range of leadership skills.
  • Ability to objectively evaluate the performance of others.
  • Ability to effectively plan, schedule, and organize.
  • Ability to work independently with minimal supervision and in a team environment.
  • Ability to assess situations and make prudent decisions; ability to effectively apply conflict resolution and problem-solving skills.
  • Ability to communicate and work effectively with co-workers, other agencies, elected officials, vendors, and the public.
  • Ability to provide excellent customer service.
  • Proficiency with computers, printers, calculators, and other standard office equipment and Microsoft Office software, including Word, Excel, PowerPoint, and Outlook.

  • Must possess and maintain a valid driver's license.
  • Must obtain and maintain necessary certifications/licenses as applicable to position.
  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.

Responsibilities

  • Provides leadership, oversight, and management to an assigned division within the Department of Human Services (DHS).
  • Develops strategic plans; builds and maintains a strong collaborative environment.
  • Develops, interprets, and ensures the implementation and compliance of rules, policies, and procedures.
  • Serves as the Division Director in their absence.
  • Provides administrative oversight and management to an assigned division within DHS, including establishing and overseeing goals, outcomes, and benchmarks.
  • Develops strategic plans, including establishing and communicating goals, objectives, and outcomes in collaboration with division leadership.
  • Oversees data strategy and usage within the division, ensuring data quality and supporting data-driven decision-making business processes.
  • Builds and maintains a strong, collaborative environment that promotes service integration throughout the division.
  • Works with division leadership to create, foster, and maintain values, culture, and a team-oriented environment.
  • Develops, interprets, and ensures the implementation and compliance of rules, policies, and procedures utilizing leadership in the service delivery philosophy.
  • Oversees and provides leadership during implementation of new programs and procedures; evaluates and monitors existing programs and procedures.
  • Establishes performance standards for assigned staff; conducts performance evaluations and motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process.
  • Ensures staff meets mandated Department and State training requirements.
  • Consults and collaborates with other agencies and community professionals regarding the establishment and implementation of DHS programs and services; serves as a community liaison in a wide range of community and DHS collaboration efforts locally and at the State level.
  • Determines and monitors quality assurance trends and ensures creation and/or adherence to practice and policy.
  • Provides administrative oversight of division grants, ensuring quality and consistency, and that target goals are monitored and met.
  • Assists with monitoring division budget as needed.
  • Represents the division at various meetings to include the Board of County Commissioners, other agencies, and State and community meetings.
  • Serves as the division director of assigned divisions in their absence, including decision-making on behalf of the division director in assigned division-related matters.
  • Performs other duties as required.
