About The Position

The Manager, Adult Education & Workforce Programs is a program leader responsible for strategic oversight, integration, and performance of adult education and workforce development initiatives. This role bridges instructional excellence (ESL, ABE, HSE/GED), workforce and employer engagement, and grant-funded program administration. The Manager leads cross-functional teams to deliver high-quality, compliant, and outcomes-driven services that advance student persistence, credential attainment, and employment outcomes. This position is ideal for an experienced administrator and adult educator with demonstrated expertise in ESL and GED instruction, workforce development, employer engagement, and grant writing. The Manager applies adult learning theory, continuous quality improvement (CQI), and data-driven decision-making to scale impact across multiple funding streams and community sites. Requirements

  • Bachelor’s degree in a related field.
  • Minimum of (3) years working with Adult Education program, workforce development, vocational, and/or employer -based training programs.
  • Proficient in the use of Windows, Excel, and MS Word.
  • General knowledge of LMS.

Nice To Haves

  • Master's degree preferred.
  • Texas Teaching Certificate, TESOL, CELTA, or equivalent, preferred.

Responsibilities

  • In collaboration with the Director of Learning and Workforce Initiatives, direct comprehensive AEL program activities associated with the HGAC contract
  • Champion partnerships, collaborations, and intentionally seek points of integration and leverage with internal and external stakeholders
  • Provide strategic leadership and day-to-day management of adult education, ESL, GED/HSE, digital literacy, and workforce-integrated programs.
  • Oversee program design, implementation, evaluation, and continuous improvement across multiple sites and schedules (day/evening).
  • Lead succession planning, staff supervision, performance management, and professional growth for instructional and program staff.
  • Supervise and support instructional teams delivering ESL, ABE, and HSE/GED services using evidence-based adult learning practices.
  • Ensure high-quality curriculum alignment, syllabi, lesson planning, assessment integrity (TABE, BEST Plus), and instructional coaching.
  • Serve as an instructional leader and, when needed, provide classroom instruction or model lessons.
  • Lead employer engagement strategies that align adult education pathways with workforce demand and career advancement opportunities.
  • Develop and sustain partnerships with employers, workforce boards, colleges, and training providers.
  • Integrate work-based learning, IET models, and employment readiness activities into academic programming.
  • Support grant writing, proposal development, and budget design for public and philanthropic funding opportunities.
  • Manage grant deliverables, budgets, reporting, and compliance with federal, state, and funder requirements.
  • Collaborate with internal resource development and finance teams to monitor performance and fiscal integrity.
  • Support data systems (TEAMS, Salesforce, LMS) to ensure accuracy, timeliness, and compliance with AEL requirements.
  • Use performance data to drive CQI, inform instructional and workforce strategies, and report outcomes to stakeholders.
  • Prepare for and respond to monitoring visits, audits, and corrective actions.
  • Serve as a senior representative of Adult Education in internal leadership teams and external partnerships.
  • Communicate program outcomes, challenges, and innovations to funders, employers, and community stakeholders.
