About The Position

The Adolescent CSTAR Program Supervisor oversees the daily operations and clinical coordination of Missouri’s Adolescent CSTAR (Comprehensive Substance Treatment and Rehabilitation) Program. This position provides supervision and support to treatment staff delivering substance use and behavioral health services to adolescents and families in community-based settings. The Supervisor ensures compliance with Missouri Department of Mental Health regulations, ASAM criteria, evidence-based practices, and trauma-informed care standards. The position supports quality treatment planning, appropriate level-of-care determinations, staff development, and positive recovery outcomes for adolescents experiencing substance use and co-occurring behavioral health disorders.

Requirements

  • LPC/LCSW, provisionally licensed or eligible.
  • Valid state driver’s license and reliable transportation.
  • CPR/First Aid Certification required (offered upon hire).
  • Minimum of 2-3 years of experience in adolescent behavioral health or substance use treatment.
  • Knowledge of behavioral health diagnosis and symptoms.
  • General knowledge of community resources and/or the willingness to research as needed.
  • Considerable knowledge of substance use disorders and DSM-5 diagnosis.
  • Knowledge of community referring agencies and collaborative strategies.
  • Knowledge in trauma-informed care
  • Strong leadership, organizational, communication, and crisis management skills.
  • Strong crisis management skills.
  • Excellent communication skills, both written and verbal.
  • The ability to use and troubleshoot basic business equipment.
  • The ability to interact with a wide range of individuals.
  • Strong ability to multi-task with a high level of accuracy and timeliness in project output.

Nice To Haves

  • Previous supervisory of leadership experience preferred.
  • Training in trauma-informed care, motivational interviewing, and family systems approaches.
  • 3 to 5 years of direct social services experience preferred

Responsibilities

  • Complete assessments and identify diagnoses along with developing and implementing treatment plans
  • Provide individualized support services to adolescents with substance use and co-occurring behavioral health disorders.
  • Develop and implement treatment goals in collaboration with youth, families, and clinical staff.
  • Teach coping skills, relapse prevention, emotional regulation, communication, and problem-solving strategies.
  • Facilitate psychoeducational and recovery groups for adolescents.
  • Coordinate care with schools, juvenile justice, child welfare, healthcare providers, and other community agencies.
  • Conduct community-based visits in homes, schools, and other approved locations.
  • Assist clients and families with accessing community resources and recovery supports.
  • Maintain timely clinical documentation and service records in compliance with Missouri CSTAR regulations.
  • Participate in treatment team meetings, supervision, and crisis response as needed.
  • Provide direct supervision, coaching, and performance management to CSTAR staff, including Community Support Specialists, counselors, case managers, and peer support staff.
  • Oversee daily program operations and ensure compliance with Missouri CSTAR regulations and agency policies.
  • Review and approve clinical documentation, treatment plans, service delivery records, and productivity standards.
  • Monitor client progress and ensure quality, recovery-oriented, and trauma-informed services.
  • Coordinate treatment services with schools, juvenile justice, healthcare providers, child welfare agencies, and community partners.
  • Support crisis intervention and clinical decision-making for high-risk youth and families.
  • Conduct staff training and promote professional development.
  • Participate in hiring, onboarding, scheduling, and staff evaluations.
  • Ensure timely reporting, billing compliance, and data collection requirements are met.
  • Maintain a safe, ethical, and supportive treatment environment.
  • Assist with program development, quality improvement initiatives, and accreditation standards.
