About The Position

The Advisory Board of the Montachusett Regional Transit Authority (MART) invites applications for the position of Administrator. MART is a quasi-public authority providing twenty-five communities in north central Massachusetts w/ fixed route, paratransit and Council on Aging transportation services. MART also manages an extensive human service transportation brokerage service contract for the Executive Office of Health and Human Services (EOHHS). The Administrator is the agency’s Chief Executive Officer, responsible for providing overall leadership and effective management of the organization within policies and directives of the Federal Transit Administration (FTA), Massachusetts DOT, Massachusetts EOHHS and MART’s Advisory Board. The Administrator serves as the Chief Executive Officer (CEO) and is employed by and serves at the pleasure of the MART Advisory Board. The Administrator is responsible for operational expenditures, as well as securing the necessary revenue to sustain annual public transit in the North Central region, as well as an extensive human service transportation brokerage operation which manages human service transportation for 80% of the state of Massachusetts through a network of 350+ vendors. The position ensures optimum public transportation is provided while maintaining compliance with federal, state and local laws and regulations. The Administrator retains oversight responsibility for all aspects of the organization including staff management, finance, human resources, procurement, contracting, planning and operations and has the authority to carry out all responsibilities in accordance with Chapter 161B of the Massachusetts General Laws and U.S. DOT Title 49 U.S.C. Chapter 53.

Requirements

Bachelor’s degree (Master’s degree preferred) and a minimum of five (5) years’ experience in business or public administration, transportation / transportation planning, or related fields’
Three (3) years minimum of demonstrated business experience in developing budgets, building strong internal organization and external community relationships, as well as innovative partnerships with public stakeholders, human service agencies and the general public
Demonstrated experience in planning / managing capital projects (transit related preferred), securing state / federal funding. Working collaboratively with local, state and federal officials
Working knowledge of FTA and MassDOT grant funding and oversight rules, regulations and statutes, as well as reporting requirements for public transit
Effective communication w/ government agencies / officials, MART employees and the public
High level of integrity, confidentiality, discretion, diplomacy and good judgment
Valid Driver’s License or reliable means of transportation is required
Five years of progressively responsible transit industry management experience is required with at least three years at a senior management position.

Responsibilities

Prepares Advisory Board agendas and required reports for discussion, deliberation, and establishment of policy directives, as well as submission of annual budgets for Board approval
Directs the operational management of MART staff, transportation facilities, property and equipment through management and policy directives
Oversee development, negotiation, award and management of contracts for transit and brokerage services and capital projects. Signatory for financial documents and contracts
Serves as the primary representative / spokesperson for the authority, executes all public relations assuring the organization, its programs and services are consistently presented in a strong, positive public image.
Develops and monitors strategies for ensuring the long-term financial stability of the Authority
Responsible for coordination and oversight of state and federally funded programs and capital improvement projects, capital equipment, procurement and inventory
Oversee federal and state grant applications and management. Secures operational funding and provides policy directives / guidance to the Deputy Administrator / CFO on all financial matters, budgets, cash flow, capital funding, local assessments and annual audit requirements
Employ staffing and managers to effectively oversee activities and performance of all staff including succession planning for future leadership positions
Resolves all organization and operational issues, conflicts and disputes, as well as evaluating and implementing measures to solve problems, improve performance and increase efficiency
Oversees design, delivery and quality of all programs and services
Oversee data collection, analysis and evaluation to assess the success of the established goals and refines/modifies programs as necessary to maintain optimum effectiveness
Oversee internal and external organizational and operational reporting, following established federal and state reporting guidelines, procedures and systems
Oversees and amends (w/ Board approval) MART by-laws, rules, regulations and resolutions
Liaison with legal advisors(s), local elected officials and State/Federal legislators
Serves on various committees and boards
Responsible for hiring and dismissal of all MART staff
