About The Position

Within a Department of Behavioral Healthcare, Developmental Disabilities and Hospitals (BHDDH) area designated as a medium-sized organizational component, to have the assigned responsibility for the overall administration of the planning, development and implementation of operational functions; or to have the assigned responsibility for the overall administration of a BHDDH program of substantially comparable complexity. This role works under the general direction of an administrative superior with wide latitude for the exercise of initiative and independent judgement. The Administrator plans, organizes, coordinates and reviews the work of management, professional, technical and other staff engaged in program activities. The Administrator will serve as an effective member of the department, agency and program leadership team, applying innovative and emerging methods, technologies and management practices. They will direct analyses of programs, services, resources and costs and benefits to increase efficiency and effectiveness, and be responsible for the development of short and long-term goals and objectives, management plans and operating plans, overseeing their implementation and evaluation. Fiscal integrity and accountability within the program area are key responsibilities, as is the development of operating and capital budget plans. The Administrator will consult and confer with intra and interagency representatives to assess and recommend changes, and assure programs and services conform with federal, state and other regulations and requirements. Encouraging professional and staff development, providing expert opinion, consultation and advice, and coordinating programs and services with other agencies are also important aspects of the role. The Administrator will provide effective and informative reports, prepare communications, and represent the department in various settings. They will develop and maintain appropriate information systems and produce reports as needed, and conform to operational performance specifications.

Requirements

  • A thorough knowledge of the principles and practices employed in the administration of health care programs and services.
  • A thorough knowledge of the operations of the assigned program or services area and the ability to utilize this knowledge in promoting effective and efficient programs and services.
  • A thorough knowledge of trends and best practices in the program or services area and the ability to apply this knowledge to planning, coordinating, administering and evaluating the program.
  • A thorough knowledge of relevant laws, regulations, policies and procedures.
  • The ability to lead, supervise, direct, assign and evaluate the work of subordinates.
  • The ability to serve as an effective member of a leadership team.
  • The ability to provide leadership and coordination.

  • The ability to meet and conform to the requirements of an operational set of performance specifications.
  • Possession of a Master’s Degree in Public Administration, Management, Health Administration, or in the specifically assigned area of organizational or program responsibility.
  • Extensive employment in a management position (line/direct service or staff support) in a health care environment.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • Three to five years in an administrative position within a residential setting serving individuals with Intellectual and Developmental Disabilities preferred.
  • Required knowledge of the Federal Consent Decree, CMS Home and Community Based Services Final Rule, and State and Regulatory requirements.
  • Demonstrated experience supporting individuals with Intellectual and Developmental Disabilities with co-occurring diagnoses.
  • Extensive work experience within the developmental disabilities field, residential settings, vocational rehabilitation, person-centered planning, and systems-change preferred.
  • Strong communication skills including both written and oral communication.
  • Proficiency with Microsoft Office and Therap preferred.
  • Strong organizational skills.

Nice To Haves

  • Coordinating programs and services with other BHDDH agencies, other state departments and agencies, municipal, federal and private agencies and parties, as required.
  • Providing effective and informative reports; preparing communications and communicating regularly with departmental and program staff, and with others as required.
  • Representing the department in a variety of roles and settings, as required.
  • Developing and maintaining appropriate and adequate information systems and producing reports as needed.
  • Meeting and conforming to the requirements of an operational set of performance specifications.
  • Overseeing daily administrative and operational functions to ensure health and safety of residents in group homes and apartment settings state-wide (Administrator for RICLAS).
