About The Position

This position is responsible for providing fiscal and administrative support through managing the accuracy and integrity of capital grant financial and statistical information of the Waterway Improvement Funds (WIF) administered by the Capital Waterway Improvement Boating Program of the Department of Natural Resources (DNR) Engineering & Construction (E&C) Unit. This position fiscally administers an annual capital budget of approximately $15-$25 million of State and Federal funds, authorizes disbursements from all active grants totaling over $100 million, processes expenditures submitted by Regional Program Administrators using AP Smartsheet. The position tracks all payments through the creation, maintenance, updating, and tracking of various spreadsheets, databases, and use of fiscal work management platforms. This position provides general administrative assistance to the Boating Program as needed. The primary entities funded in part by WIF include DNR E&C boating/waterway projects on state lands, DNR Shore Erosion Control projects associated with boating, DNR Fishing & Boating Services Hydrographic Division vessel needs, Maryland Natural Resources Police rescue vessels, National Parks Service public boating facilities, and capital grants to local governments for public boating facilities and dredging. In 1966, Natural Resources Article 8-701 established the WIF for the purpose of financing projects which improve and promote the recreational and commercial capabilities, conditions, and safety of Maryland’s waterways for the benefit of the general boating public. Maryland DNR is responsible for administering the mandated WIF capital program, which assists DNR in meeting goals and objectives related to providing safe public boating access to the public.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Four years of administrative staff or professional work.
  • One year of experience in strong accuracy, organizational, administrative, communication, and a high level of proficiency with spreadsheets and word processing (if not using a substitution for minimum qualifications).

Nice To Haves

  • Experience using Microsoft Excel, preparing and modifying existing complex linked spreadsheets, creating similar worksheets and Google Sheets.
  • Experience with tracking budgets, processing expenditures, monitoring timelines, and invoices in relation to grant funded projects.
  • Experience using Smartsheet.
  • Experience implementing procurement using the Advanced Purchasing and Inventory Control System (ADPICS) portion of the Financial Management Information System (FMIS).
