About The Position

Reporting to the Deputy Director, with considerable latitude to exercise independent judgment and initiative, the Unit Leader performs very responsible and highly complex or supervisory work in purchasing goods, services and/or construction, and in processing procurement documents and contracts. This role involves conferring with, advising, and coordinating operational, technical, and professional staff in the procurement process, as well as performing complex professional/supervisory work in the development and management of contracts for services. In addition to performing the duties of Assignment Levels I and II, this position includes supervising staff, performing complex analytical work, conducting audits, creating procurement documents, issuing contract releases, tracking expenditures, providing administrative support for process improvements, training subordinates, overseeing records keeping, and acting as a liaison to HR for personnel processes.

Requirements

  • Permanent civil service status in the title of Procurement Analyst to be considered.
  • A baccalaureate degree from an accredited college or university; or
  • An associate degree or completion of 60 semester credits from an accredited college or university, and 12 months of satisfactory, full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
  • A four-year high school diploma or its educational equivalent and two years of satisfactory full-time professional experience as described in "2" above; or
  • A combination of education and/or experience equivalent to "1", "2" or "3" above. College education may be substituted for professional experience under "2" or "3" above at the rate of 30 semester credits from an accredited college or university for 6 months of experience. However, all candidates must have at least a four-year high school diploma or its educational equivalent.
  • To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "2" above.

Responsibilities

  • Supervise the Administrative Unit staff and assist with the day-to-day project management responsibilities of the Administrative Unit members.
  • Perform complex and responsible analytical work, ad-hoc analyses, and prepare relevant reports and presentations of key tracking metrics.
  • Perform audits of documents to ensure contract compliance.
  • Create procurement documents, including Pre-Solicitation Review, and Recommendation for Awards, Request for Renewals, Request for Contract Change or Modification.
  • Issue contract releases, tracks expenditures and reports on contracts usage, reconciles discrepancies and encumbrances.
  • Provide administrative support regarding unit and department process improvements, systems and technical analysis, and budget tracking. Serve as management support to the Unit leaders and Department Director and Deputy Director.
  • Provide subordinates with training in agency policies and procedures, as well as in federal/state/city regulations governing programs. Evaluates subordinates' performance. Perform special project tasks, ad-hoc analyses, and prepare relevant reports and presentations as assigned.
  • Oversee the Administrative Unit records keeping process including training, licenses, certifications, fleet performance, impairment tracking, and repair work orders in accordance with record retention policies.
  • Act as the liaison to HR for personnel processes. Coordinates the hiring and onboarding process and evaluates subordinates' performance.
