About The Position

Provides advanced technical level administrative support for the Community Recreation Division and Natural and Historic Resources Division in the fields of office management, accounting, records management, and customer service. This position works independently, plans and organizes own workload and resources. Provides front desk reception and general clerical and administrative support. This is a Classified position, meaning that it is a part of the Howard County Classified Service upon completion of a probationary period of at least six (6) months. Please note that this position falls within a collective bargaining unit and is represented by AFSCME Local 3085, Local 3888, or Local 1810.

Requirements

  • Requires a high school diploma or GED and four (4) years of related experience or equivalent combination of education and experience.
  • Obtain Notary Public within first year of employment.
  • Obtain Fingerprint Training certification within first six months of employment.

Nice To Haves

  • Proficient in public relations skills, accounting procedures and effective data entry abilities.
  • Competent knowledge of Word, Excel, and ActiveNet registration software.

Responsibilities

  • Work and cooperate with co-workers and supervisors at all levels.
  • Learn and perform all essential job functions accurately.

  • This position may be deemed essential in an emergency at the discretion of the director.
  • Answer questions from the general public regarding Community Recreation and Natural & Historic Resources programs.
  • Act as a point of contact for internal and external customers.
  • Field inquiries about part-time employment, schedules, rosters, and program information.
  • Provide information and retrieve data using the ActiveNet registration system.
  • Make phone calls to program participants regarding cancellations or changes.
  • Assist with occasional event check-in services.
  • Cross-train with clerical staff to maintain strong customer service.
  • Perform word processing, spreadsheet creation, data entry, and Access database maintenance.
  • Prepare correspondence, reports, charts, letters, database queries
  • Prepare memorandums, training documents, and other official documents.
  • Prepare professional service contracts and permits.
  • Generate photo ID badges for contingent staff.
  • Handle electronic processes through the County’s SNAP system.
  • Prepare monthly superintendent/senior manager reports.
  • Compiles data for seasonal reports.
  • Attend meetings and transcribe minutes
  • Arrange virtual and in-person meeting logistics.
  • Reserve conference rooms through ActiveNet.
  • Scan monthly PDQ statements for division staff.
  • Maintain division central filing system and monitor organization of T Drive.
  • Maintain inventory of office supplies.
  • Perform filing functions.
  • Submit invoices for payment; review and code invoices for SAP.
  • Serve as SAP representative for Community Recreation and backup SAP approver.
  • Research and verify PDQ statements and record them into SAP.
  • Provide SAP support to Division Managers.
  • Receive deposits and track funds for Restitution, Natural Resources, and Forestry revenues.
  • Compile materials/data for cost-to-complete and budget processes.
  • Maintain professional services contract status and insurance certificates; alert staff of expirations.
  • Maintain Community Recreation contractor spreadsheet.
  • Monitor and ensure concussion protocol compliance with registration team.
  • Division designee for Employee Inventory Checklists.
  • Perform background check duties including fingerprinting and assisting with CPS checks.
  • Assist with divisional payroll in UKG.
  • Assist with full-time hiring processes (contact candidates, prepare packets, support interviews).
  • Maintain division leave charts for coverage.
  • Maintain Natural Resources Leave Calendar in Outlook.
  • Oversee divisional mailing operations, direct mail efforts
  • Oversee contact lists, and Constant Contact promotional work.
  • Review and edit outgoing documents for format and compliance with Marketing Committee procedures.
  • Create and revise organization charts.
  • Process electronic surveys for the divisions.
  • Serve as liaison with Personnel, Warehousing & Purchasing, Accounts Payable, and Registration.
  • Maintain employee inventory and maximum payment limits.
  • Support “Tell HoCo” Functions for the Division.
  • Serve on committees as assigned.
  • Participate in special departmental projects.
  • Division representative in matters related to CAPRA.
  • Identify and apply good sustainability practices in all aspects of department operations.
