About The Position

The Division of Emergency Management is hiring an Administrative Supervisor position that provides direct supervision to staff providing administrative support of an agency’s business operations. This role involves managing programs related to Extremely Hazardous Substance (EHS), Tier II (T2), State Emergency Center (SEOC), Local Emergency Planning Committee (LEPC), and the KY Emergency Response Commission (KERC).

Requirements

  • Graduate of a college or university with a bachelor's degree.
  • Four years of professional administrative experience.
  • A master's degree in public or business administration or a related field will substitute for one year of the required experience.
  • Additional administrative, business or research experience will substitute for the required education on a year-for-year basis.

Responsibilities

  • Supervises, plans, organizes and reviews work of section personnel in implementation of programs.
  • Reviews and approves leave requests, timesheets.
  • Conducts performance evaluations.
  • Addresses employee work-related issues and problems.
  • Recommends training as needed.
  • Responds to programmatic and budgetary inquiries.
  • Monitor pertinent regulations and recommend policy and procedure changes.
  • Prepares and delivers oral and written communications to emergency management, local, state, and federal officials, and the public on activities of the section as needed.
  • Provides oversight on policies, procedures and fiscal activities for and coordinates meetings and agendas of the Kentucky Emergency Response Commission (KERC).
  • Reviews request for program deviations and budgetary shifts.
  • Recommends solutions for agencies supported through KERC Fee Account, Grant Program.
  • Functions as primary assistant to KERC Chair.
  • Coordinates, develops and presents training and briefing packages on the program to the Local Emergency Planning Committees (LEPC).
  • Conducts on-going reviews and assessments of programmatic activities to ensure adherence to budget constraints or planned program outcomes.
  • Communicate with program participants to ensure goals and plans of programs are followed and obtained.
  • Reviews and monitors Extremely Hazardous Substance (EHS) planning needs based on Tier II (T2) chemical reports and program requirements.
  • Assists in the regular audits of those plans recommending updates and/or deletions where required.
  • Supports and fills a role within the State Emergency Operations Center (SEOC) during activations for exercises, incidents, and planned events.
  • Helps when requested with development and maintenance of guidelines and procedures for the SEOC.
