The Mercer Vicinage is seeking a Human Resources professional who is motivated and committed to providing quality customer service. The successful candidate must posses strong problem-solving and communication skills. Under the general direction of the Human Resources Division Manager and the Assistant Human Resources Division Manager, the successful candidate will provide technical human resource advice and assistance to managers, supervisors, and employees in the areas of benefits; leave administration; the Family Medical Leave Act and the NJ Family Leave Act; Workers' Compensation; Americans with Disabilities Act (ADA); recruitment and selection; classification; and compensation.

Requirements

  • Graduation from an accredited college or university with a Bachelor's Degree
  • Three years of professional experience in payroll processing, benefits administration, salary administration, classification, labor/employee relations, training, selection/recruitment and/or Equal Employment Opportunity/Affirmative Action.
  • Applicants who do not possess the required education may substitute additional paraprofessional and/or professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits.
  • An associate's degree and two years of additional paraprofessional and/or professional experience may be substituted for a bachelor's degree.
  • A master's degree may be substituted for one year of experience.
  • A law degree may be substituted for two years of experience.
  • US citizenship is not required.
  • Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
  • Newly hired employees must agree to a thorough background check that will include fingerprinting.
  • In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey.

Responsibilities

  • Administer employee leave requests under the Family and Medical Leave Act (FMLA), New Jersey Family Leave Act (NJFLA), and other related leave programs.
  • Review and determine employee eligibility for leave based on applicable legal requirements, employer policy, and supporting documentation.
  • Provide employees with guidance and support regarding available leave options through phone, email, and in-person consultation.
  • Track and manage continuous, intermittent, and reduced schedule leave to ensure accurate usage and timely processing.
  • Distribute required notices, forms, certifications, and written communications related to leave rights, responsibilities, and designation.
  • Review medical certifications and related documentation for completeness, sufficiency, and compliance with applicable regulations.
  • Communicate with employees regarding leave status, documentation deadlines, recertification requirements, benefits continuation, and return-to-work expectations.
  • Assist with coordinating Americans with Disabilities Act (ADA) requests with employees.
  • Maintain accurate, confidential, and well-organized leave records in compliance with recordkeeping and privacy requirements.
  • Monitor leave balances, timelines, and expiration dates to ensure proper designation, follow-up, and case closure.
  • Prepare reports, tracking logs, summaries, and audit documentation related to leave activity, trends, and compliance metrics.
  • Assist with recruitment for both classified and unclassified positions.
  • Advise management on Human Resources issues.
  • Coordinate or assist with workers’ compensation claims.
  • Interpret Judiciary policies, regulations, laws, bargaining unit agreements, and the NJ Administrative Code and communicate this information to management and vicinage staff.
  • Compile reports, maintain spreadsheets, and prepare correspondence for dissemination.
  • Facilitate training sessions on Human Resources related topics.
  • Process transactions in various Human Resources information systems.
  • Participate in team meetings, special projects, and committees.
  • Perform other related duties as assigned.
