About The Position

The Child Development Division (CDD) is seeking an Administrative Services Director I. This position works in our Operations Unit under the Direction of CDD's Director of Operations. CDD is housed in the Waterbury State Office Complex (WSOC). This is a hybrid position allowing for some remote work. The Operations Unit and CDD also holds additional in-person meetings and team events in Waterbury-a successful candidate should have a reliable way to get to Waterbury as needed for these activities.

Requirements

  • A background in fiscal management and program budgets
  • Experience working with and interpreting State and Federal regulations
  • Experience in grant and contract management, including fiscal oversight and grant reporting.

  • Advanced proficiency in Excel
  • Bachelor's degree in accounting, business or public administration, office administration or a related field AND three (3) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
  • Bachelor's degree AND five (5) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
  • Master's degree in accounting, business or public administration, office administration or a related field AND one (1) year or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
  • Two years of full-time college coursework or associate's degree AND seven (7) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
  • High School diploma or equivalent AND nine (9) years or more of professional-level experience performing and supervising (directly or indirectly) administrative functions for a moderate sized office, department or agency.
  • One (1) year or more of experience as an Administrative Services Manager III with the State of Vermont.
  • Only administrative work experience is qualifying. Administrative support includes those functions which keep the organization running or provide the resources for others to provide the programmatic work (e.g., accounting, budget management, grant administration, finance, human resources, payroll, purchasing, or space management).

Nice To Haves

  • For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.

Responsibilities

  • Leading programmatic fiscal planning, management, and projections in close collaboration with the DCF Business Office.
  • Ability to read and interpret State / Federal regulations pertaining to fiscal management and compliance.
  • Overseeing CDD's fiscal management for grants and contracts, while collaborating closely with DCF's Grants and Contracts Unit to ensure smooth logistical administration of all CDD grants and contracts.
