About The Position

The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Director’s Office, Office of Legal Affairs (OLA). The Administrative Rules Specialist oversees the administrative rule writing and submission processes for the Department. The position is responsible ensuring that rule writing and submission complies with the Montana Administrative Procedures Act (MAPA). The position is ultimately responsible for all rulemaking package completion and manages multiple rule writing projects department-wide in coordination with OLA and programmatic staff, the Paralegal Supervisor, the Deputy Chief Legal Counsel, and the Chief Legal Counsel, and ensures timelines are met.

Requirements

  • Knowledge of the English language, including punctuation, grammar and proofreading.
  • Ability to understand and work with precise and detailed formatting and filing requirements.
  • Ability to research, review, and verify legal citations for substance and validity.
  • Ability to perform work in a timely manner and to meet and enforce strict timelines.
  • Ability to communicate effectively both orally and in writing.
  • Ability to effectively plan and coordinate multiple department-wide process and procedures.
  • Ability to work independently.
  • Ability to effectively anticipate problems and scheduling conflicts.
  • Ability to operate personal computer and general office equipment as necessary to complete essential functions, including using spreadsheets, word processing, database, email, internet, and other computer programs.
  • Bachelor's degree in business or public administration, communications, public relations, journalism, creative writing or related degree.
  • OR, an associate’s degree in paralegal studies from an accredited institution plus two years of administrative or paralegal experience in legal settings including experience with pleadings, legal terminology, and filing processes with various court systems.
  • Equivalent combinations of directly related education and experience may be considered on a case-by-case basis.

Responsibilities
