About The Position

The Washington State Liquor and Cannabis Board (WSLCB) is seeking an Administrative Regulations Analyst 3, also known as a Cannabis Compliance Consultant, to provide technical assistance and education to the state's licensed cannabis industry. This role involves consulting with cannabis producers, processors, retailers, researchers, transporter licensees, registered cooperative members, and certified laboratory staff to ensure understanding and compliance with relevant Revised Code of Washington (RCW) and Washington Administrative Code (WAC) regulations. The primary goal is to achieve voluntary compliance through education and outreach, with the potential to issue verbal warnings and Notices to Correct (NTC) when necessary. The position operates independently to plan, prioritize, develop, and implement educational and community outreach activities, setting educational priorities in conjunction with supervisor input. Incumbents resolve complex problems and have latitude in determining methods and procedures. Duties may include planning and facilitating workshops, developing educational materials, preparing public involvement plans, establishing community outreach strategies, and assisting in policy and procedure development. Collaboration with internal stakeholders like the Licensing Division and other Enforcement and Education Division staff is crucial for consistent messaging and interpretation of laws and regulations.

Requirements

  • A high school diploma or GED AND five (5) years of experience working with a regulated industry providing education and guidance to industry members on rules and laws with the goal of achieving voluntary compliance.
  • OR An Associate's Degree in Business Administration, Public Administration, Criminal Justice, Police Science or a closely related field AND three (3) years of experience working with a regulated industry providing education and guidance to industry members on rules and laws with the goal of achieving voluntary compliance.
  • OR Bachelor’s Degree in Business Administration, Public Administration, Criminal Justice, Police Science or a closely related field AND one (1) year of experience working with a regulated industry providing education and guidance to industry members on rules and laws with the goal of achieving voluntary compliance.
  • OR One (1) year of experience as an LCB Enforcement Officer.

Responsibilities

  • Educates and engages licensees, the public, and other stakeholders on issues related to the WSLCB's mission through licensee support and education, including consultation visits, licensee education, and employee training.
  • Delivers informal and formal training on applicable RCWs and WACs to cannabis licensees, managers, and employees.
  • Responds to verbal and written inquiries concerning cannabis laws, regulations, and licensing.
  • Develops intervention strategies to achieve immediate correction and long-term compliance, including recommendations for corrective action and progress monitoring.
  • Delivers clear, concise, accurate, and factual summaries of inspection results orally and in writing.
  • Assists in the development of education policies, regulations, and guidelines for the cannabis industry, reviewing them for consistent application and messaging.
  • Participates in comprehensive compliance inspections to ensure licensees, premises, records, advertising, labeling, and devices meet approved minimum guidelines and comply with Cannabis Laws and Regulations.
  • Provides training and delivers presentations to the cannabis industry, outside law enforcement agencies, and the general public.
  • Conducts follow-up visits to ensure identified conditions have been satisfactorily abated.
  • Records findings and notes in the agency records management system.
  • Conducts pre-scheduled field visits to licensed cannabis producers, processors, retailers, transporters, registered cooperatives, and certified laboratories.
  • Schedules and completes an initial meeting with an enforcement officer to introduce WSLCB staff and processes, explain licensee rights and obligations, identify and evaluate workplace hazards, view public health and safety concerns, discuss noted conditions, offer recommendations, and confirm compliance with laws and rules.
  • Documents field visits with a written report, including recommendations or agreements, secured in the agency records management system and provided to the licensee.
  • Assists commissioned team members with analyzing and responding to complaints on licensed locations.
  • May support commissioned officers by reviewing licensee documents, including financial records, during financial investigations.
  • Completes initial contact following the receipt of a nonspecific complaint or a first complaint of a non-public health or safety nature against a licensed premise.
  • Provides education to the licensee, manager, and/or employee pertaining to allegations.
  • Organizes and conducts scheduled inspections of licensed establishments, registered cooperatives, and certified laboratories to check for compliance with state laws and provides technical assistance as necessary.
  • Provides input on education policies, procedures, and regulations.
  • Writes reports of findings, creates exhibits for hearings, and assists in presenting cases to a board, commission, or administrative law judge when necessary as a result of assisting with an investigation.
  • Schedules and conducts cannabis final inspections in a timely manner.
  • Communicates final inspection status and pre-licensure issues with Licensing staff.
  • Conducts follow-up final inspections when necessary.
  • Records findings and notes in the agency records management system.
