About The Position

Serve as principal advisor on all administrative management matters associated with programs and operations. Develop and advise on administrative requirements for a complex organization and actively participate in developing and implementing administrative management policies. Define goals to be met on major program issues, recommend a course of action, and implement the alternative policies for various administrative areas of the organization. Plan, develop, formulate, prepare, execute, monitor, and/or forecast organizational budgets. Advise program managers regarding budgetary concerns such as projected shortfalls or unanticipated financial needs. Provide advice regarding significant deviations from original plan. Analyze financial and budget control statements to advise management on the status of funds. Assist in the review of analyzing budgets for each object class, appropriate allotments, and use of allocated funds in conformance with regulations. Provides administrative support for organizational procurement and contracting by providing, securing and/or negotiating for the resources or services needed to manage and run an organization. Counsel employees on performance matters, and provide advice on employee disciplinary issues. Set goals or plan work to be accomplished by subordinates and prepare schedules for completion of work.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.
  • Employment is subject to the successful completion of the pre-appointment process (i.e., background investigation, verification of qualifications and job requirements, completion of onboarding forms, submission of required documents, etc.)
  • Males born after December 31, 1959 must be registered with the Selective Service.
  • Applicants must meet all qualifications requirements within thirty (30) calendar days of the closing date of this announcement, including time in grade.
  • At least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1.) Planning, developing, executing and monitoring budgets with many different sources and types of funding. 2)Serving as approving official for requisitions of equipment, supplies, and other materials and services. 3.) Providing advice in a variety of human resource areas such as staffing and recruitment, employee development and training, and conflict resolution. 4.) Developing standards/policies/procedures involving administrative functions in an organization. AND 5.) Leading projects, work groups, or staff activities by setting priorities, monitoring progress, resolving issues, and ensuring wok products meet program objectives, schedules, and applicable requirements.
