About The Position

The Administrative Officer position is primarily focused on providing efficient administrative support and overseeing daily departmental activities, working closely with the CIO, IT Managers, IT staff, and related projects. The position includes efficiently managing all IT purchasing requirements and collaborating with the Commerce Purchasing team, Department of Information Technology (DIT), and the Division’s Finance & Budget team. Additionally, the officer coordinates personnel and contractor staffing for the department, assisting with HR paperwork. The Division of Employment Security (DES) is responsible for the administration of the unemployment insurance program in the state of North Carolina. This program is a federal-state partnership, funded by federal and state unemployment taxes, which employers pay on the wages of their employees. Benefits are paid to eligible workers who lose their job through no fault of their own and are able, available, and actively seeking work. The Information Systems (IS) unit plays a pivotal role in ensuring the seamless integration of technological advancements to enhance the efficiency and effectiveness of business operations within the Division of Employment Security. Committed to meeting and exceeding federal guidelines, the unit diligently aligns its technology solutions with the specific mandates outlined by the US Department of Labor, facilitating the administration of North Carolina’s Unemployment Insurance program requirements with precision and compliance. By leveraging innovative software and hardware programs, as well as continuously refining and optimizing existing processes, the IS unit actively contributes to achieving the mission of the Division of Employment Security. This position holds a direct reporting relationship to the office of the Chief Information Officer, helping support administrative and procurement operations to further ensure a streamlined and cohesive approach to the strategic implementation of information technology initiatives.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and one year of experience in HR, budgeting, research or administrative management; or an equivalent combination of education and experience.
  • Must be legally authorized to work in the United States at the time of hire and throughout employment.
  • Must complete and submit a state application for employment using the Careers with the State of NC portal.
  • Must complete an online application for consideration.
  • Applications must contain comprehensive information including all work experience, beginning and ending dates of jobs worked, education with graduation date, and certificates/licenses.
  • Foreign degrees require an official evaluation for U.S. equivalency.

Nice To Haves

  • Knowledge of procurement policies, procedures, and practices, preferably within North Carolina state government.
  • Experience using electronic procurement systems (e.g., Ariba).
  • Experience coordinating technology procurements, including vendor engagement, solicitations, and contract administration.
  • Experience supporting administrative and business operations, including HR-related processes for employees and contract staff, while maintaining confidentiality and ensuring efficient office operations.
  • Proficiency in Microsoft Office Suite, including Excel, Word, PowerPoint, and Visio.
