About The Position

The Administrative Officer II (AOII) provides essential administrative management and operational support for Combined Records. This position requires a high level of independence and judgment in overseeing human resources, procurement, budgeting, logistics, security, asset management, and general office administration. The AOII serves as a vital liaison between NCDAC leadership and Combined Records staff, ensuring daily operations run efficiently and in alignment with organizational goals. The Combined Records section is responsible for the development and maintenance of offender records and the calculation of sentences for all offenders who are incarcerated in the North Carolina Department of Adult Correction facilities. The staff at Combined Records obtain information from a variety of sources, including the courts, the Post-Release Supervision/Parole Commission, the North Carolina Department of Justice, the Attorney General's Office, and federal, state, and county law enforcement agencies. The section also provides auxiliary services to the Post-Release Supervision/Parole Commission, Community Supervision, and the Extradition Office.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three years of experience in personnel, budgeting, research Administrative management; OR An equivalent combination of education and experience.

  • Comprehensive knowledge of all state HR databases (HRIS) and Smartsheet databases and knowledge in handling sensitive and confidential information with discretion and integrity.
  • Ability to exercise good judgment in analyzing situations and making decisions within area of responsibility; able to learn and apply rules, procedures, and practices for various human resources management activities or personnel actions.
  • Experience planning, assigning work to others, supervising personnel, training and overseeing work, overseeing personnel NCVIP performance plans and special projects.
  • Working knowledge of the principles and practices of public administration, human resources, and business administration.
  • Considerable knowledge of accounting principles and practices

Responsibilities

  • Oversee the full employment lifecycle, including recruitment, onboarding, retention, performance management, and offboarding.
  • Provide guidance and training to managers on HR procedures, while supporting employee relations and promoting positive workplace initiatives.
  • Communicate complex policies, benefits, and procedural information clearly to employees and leadership, using independent judgment to apply HR policies.
  • Manage all procurement and budget functions, including purchasing, payment processing, transaction tracking, and resolving fiscal discrepancies.
  • Analyze spending trends to identify cost-saving opportunities and ensure all expenditures align with established budget requirements and accounting standards.
  • Oversee office logistics, including workspace setup, asset management, motor fleet coordination, equipment needs, and addressing security or confidentiality concerns.
  • Supervise administrative staff, providing training, performance oversight, and supporting conflict resolution for complex or sensitive issues.
  • Apply strong administrative, analytical, organizational, and communication skills to resolve diverse operational issues, manage multiple priorities, and maintain confidentiality with professionalism.
