About The Position

The Administrative Programs Officer II is responsible for maintaining the Real Property Database (PRIDE), which includes creating and updating records with RPIM Data Elements, QA/QC operational status, asset configuration, allocation, sustainment, legal, and financial details. This role assists Construction Project Managers with timely and accurate reporting of new construction and capital improvement projects by producing DD Form 1354 and NGB Form 593R. Key duties also involve conducting 100% surveys of all state and federal real property assets for Real Property Inventory, and annually certifying the official federally accounted real property inventory (FISP). The officer ensures Chief Financial Officer's Act Compliance by establishing and maintaining facility documentation from inception to disposal. Additionally, the position analyzes Range inventory for the Range Complex Master Plan (RCMP) Annual Range Reconciliation, writes Reports of Availability (ROA) for federal property out-grants and leases, and performs Real Property Analysis to identify and classify assets, provide space allocations, and analyze excesses and shortfalls to support Military Construction (MILCON) and Sustainment, Restoration, and Modernization (SRM) projects. The role also involves reconciling state and federal building and land inventories and assisting the Military Master Planner with certification.

Requirements

  • Bachelor’s degree in public or business administration, accounting or any discipline related to the work assigned.
  • One year of experience in planning, organizing, and implementing program administrative or business financial functions.
  • Experience may substitute for education on a year-for-year basis.
  • Background/motor vehicle check will be required.
  • Must have a valid driver's license.
  • Knowledge of governmental organizations and administrative procedures.
  • Knowledge of project management procedures.
  • Knowledge of research and administrative survey and reporting techniques.
  • Skill in operation and maintenance of computer equipment.
  • Skill in prioritizing/organizing work.
  • Skill in data analysis and problem solving.

Responsibilities

  • Maintains Real Property Database (PRIDE); creates and updates real property record utilizing Real Property information Model (RPIM) Data Elements, QA/QC operational status, asset configuration and allocation, sustainment, legal and financial details.
  • Assists Construction Project Managers in timely and accurate reporting of new construction and capital improvement projects, producing DD Form 1354 and NGB Form 593R.
  • Conducts Real Property Inventory conducts 100% survey of all state and federal real property assets.

  • Establishes and maintains facility documentation from cradle to grave for Chief Financial Officer's Act Compliance.
  • Analyzes Range inventory and gives input to the Army Range Requirements Model (ARRM) and the Range Facility Management Support System (RFMSS) for Range Complex Master Plan (RCMP) Annual Range Reconciliation.
  • Writes ROAs for out-grants and leases of federal property for submission to NGB/US Army Corps of Engineers (USACE) for Report of Availability (ROA) and Real Estate Action Plans (REAP).
  • Identifies and classifies assets for Real Property Analysis.
  • Provides detailed space allocations and requirements to the Master Planner.
  • Analyzes excesses and shortfalls to assist Military Construction (MILCON) and Sustainment, Restoration, and Modernization (SRM) projects.
  • Reconciles the State Building and Land inventory with the federal inventory (FISP).
  • Assists the Military Master Planner with certification of State Building and Land inventory.
  • Other duties as assigned.
