About The Position

The Department of Public Safety (DPS) is seeking an Administrative Officer II to manage the day-to-day operations of the DPS E-Procurement Helpdesk, P-Card Program, and related training and compliance functions. This is an internal posting open only to current North Carolina State Government and UNC System employees and eligible RIF candidates, as well as temporary employees. The position is located in Raleigh, NC. The Purchasing and Logistics Unit provides comprehensive procurement of goods and/or services for the agency in six primary functional areas: Purchasing of Goods and Services; Real Property Lease and Acquisitions; Central Supply Warehouse and Logistics; Fleet Management; Auxiliary Support Services / Law Enforcement Support Services (LESS) Office; and DNA Evidence Collection of Anonymous Sexual Assault Kits. The Fleet Management Section is responsible for over 8,000 vehicles and manages repairs, fuel, and replacement for the various Divisions within DPS.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three years of experience in personnel, budgeting, research or administrative management; or an equivalent combination of education and experience.

  • Working knowledge of PCard (e.g., polices, practices and/or procedures.

Responsibilities

  • Administering the agency's P-Card program by overseeing card issuance, account maintenance, fraud prevention and resolution, policy compliance, user training, reporting, and serving as the liaison with Bank of America and internal stakeholders.
  • Administers E-Procurement system access, provides helpdesk support, manages user security and profiles, resolves system issues, coordinates with the system vendor, oversees purchase order maintenance, and delivers end-user training across the agency.
  • Provides leadership and oversight to a Program Coordinator II.
  • Ability to write policy, procedures and training.
  • Ability to plan, assign and supervise the work of subordinate employees.
